Iran really did not need Indian money for Chahbahar ..Iran wanted Indian support against US..Chahbahar was to give India a stake in Iran for that support..
India failed...went along with Trump sanctions..for the second time India back stabbed Iran...first in UN security council voted against Iran for sanctions...and then chose Trump over Iran. By doing so India destroyed 400 years of good relations with Iran for some handouts from US....Nations have long memories and Iran will not forget these events....

So you can see as below Iran is well capable of doing even bigger ports without foreign money. it was not the money my friend.

Iran is to construct an oceanic port in the Sea of Oman where the country’s largest oil terminal will be built.

Iranian Minister of Roads and Urban Development Mohammad Eslami said the project is aimed boosting the country’s crude exports.
“We have always wanted to take [Iran’s] oil exports beyond the Strait of Hormuz and the Persian Gulf, and this end will be achieved with the construction of this port,” he noted on Saturday.
He said the port known as the port of Jask is the country’s second oceanic port after Chabahar.
The minister added construction work for the Jask port will get underway soon.
He underlined the Jask port will house a major industrial town as well as energy industries.
“The Jask port is similar to Chabahar port and our largest oil terminal will be constructed there,” he said.
The minister said the Jask port will have a capacity of more than 100 million tonnes and will play a key role in boosting national economy.

A fundamental shift away from India has happened to the Iranian political establishment. India by accepting Trump sanctions on Iran and dropping their oil imports from Iran to zero and cozying up to US and Israel produced this fundamental shift..However India is not in an enemy list of Iran...,Pakistan is always considered a friend and partner and with China now being involved in both countries I tend to agree with you...India is a shaky friend!
