The development comes as China finalises a massive 25-year, $400 billion strategic partnership deal with Iran, which could cloud India’s plans.
Four years after India and Iran signed an agreement to construct a rail line from Chabahar port to Zahedan, along the border with Afghanistan, the Iranian government has decided to proceed with the construction on its own, citing delays from the Indian side in funding and starting the project.

Great news.

India was afraid of US sanctions hence the Chabahar never took off.

On the other hand China does not care about US sanctions hence Chabahar will now be developed at light speed and will give Dubai run for its money.

China already has Rail road to Iran. Mashhad will be linked to Chabahar by Railroad.

This means China can now move good from Kashgar to Chabahar use the rail road and then further by sea.

Great news.

Chahbahar was granted exemption from sanctions. India has just been delaying and delaying wasting Iranian time. I'm surprised it took Iran this long to get rid of that. But then again they don't have much choice since it was the only major project exempt from sanctions.

I predicted this was going happen like a year or two back yet all the Iranophobes here on PDF were itching for regime change and going to war with "Iran" India was never going be serving Iranian interests long term China is world power that could shield Iran from heavy handed sanctions

"Exemptions" or not the Indians would still buckle under US pressure and this was before the official China-Iran 25 year old plan came into fruition nowadays US has no interest in accommodating a sub par regional power like India it wants loyality for its "Indo Pacific" strategy

Last week, Iranian Transport and Urban Development Minister Mohammad Eslami inaugurated the track-laying process for the 628 km Chabahar-Zahedan line, which will be extended to Zaranj across the border in Afghanistan. Officials told The Hindu that the entire project would be completed by March 2022, and that Iranian Railways will proceed without India’s assistance, using approximately $400 million from the Iranian National Development Fund.

The allure of creating a grand anti-Pakistan alliance was too great on Iranians. China dealt with it in the only way, through money.

However we should be wary, Indians are still there.
