Iran has started procuring basmati from Pakistan temporarily to meet its demand. This has raised concerns among Indian exporters who have halted basmati exports to them owing to payment related issues. However, Vinod Kaul, executive director, All India Rice Exporters’ Association (AIREA) claimed that this would last for a while as India will again start exporting to the nation once its dues are cleared. Also, he noted that Pakistan’s long term presence in the country would become troublesome for India as Iran accounts for 34% of India’s basmati exports. Besides, he mentioned that India needs to resume trade with the nation soon as basmati produce is expected to be high this year.

Payment Mechanism Disrupted by Prolonged US Sanctions on Iran
The sanctions imposed by the US have made it difficult for India to operate a payment mechanism with Iran. The Ministry of Commerce and Industry is scheming to extend a limited line of credit to Iran via EXIM bank.

Ajay Sahai, DG, and CEO, FIEO pointed out that India’s basmati exports have taken a hit this year. Iran and India have been discussing initiating a barter trade system for a year now. Iran said it would buy rice, sugar, and medicines from India in exchange for fertilizers. However, the Indian government pointed out that because India has stopped buying crude oil from the nation, buying fertilizers worth the number of basmati exports will not be cost-effective for the country.

Data by CRISIL reveals that Iran imports around 1.3 million tonnes of basmati from India annually. However, the trade will decline by 20% this year, owing to payment issues. Exporters halted their shipments to the gulf nation due to the non-payment of their dues worth Rs 1,700 crore.

India has pulled out from developing a rail link from the port to Zahedan in the Sistan-Baluchistan province for now. To this, an official from Iran stated that India must invest port-related ancillary projects. Further, he mentioned that though China is eyeing for making massive investments, Iran wants India to be part of its lucrative projects.
In all, India is expecting 8 million tonnes of basmati this year and hence will need a broader market to sell its produce.

Iran Boots Out India From Huge Gas Field Development
Iran has decided to use local firms to develop a large offshore natural gas field, which was discovered by an Indian company and set to be developed by a group of Indian firms, Press Trust of India reported on Monday, citing sources with direct knowledge of the plans.

An Indian consortium led by ONGC Videsh discovered the huge Farzad-B gas field back in 2008. Iran and India have since negotiated the terms of the field’s development for years, in fits and starts.

Three years ago, the Indian consortium led by ONGC Videsh offered Iran US$11 billion in investments into the Farzad-B field on the condition that the Iranian authorities can guarantee it a reasonable level of returns. Reasonable, ONGC said in 2017, was 18 percent, according to the managing director of the company’s overseas investment arm.


Negotiations between Indian companies and Iran on the development dragged on for years, with pressure building between the parties in 2017 after Iran delayed its final decision about the field several times. India responded to the delays with threats of reduced Iranian oil imports.

Iran added fuel to the fire at the end of May 2017 when it signed an initial agreement for Farzad-B with Russia’s gas giant Gazprom. The news, announced by Oil Minister Bijan Zanganeh, came on the back of earlier remarks that Russian energy companies may take the place of Indian sector players in Iran’s oil and gas fields.

After a few more years of stalled development talks, also because of the U.S. sanctions on Iran’s energy industry, it now looks like Iran has decided to forgo the use of foreign firms and replace the Indian consortium with domestic companies.

According to Press Trust of India’s sources, the National Iranian Oil Company (NIOC) told ONGC Videsh in February 2020 that it planned to sign a contract to develop the Farzad-B field with an Iranian company. ONGC Videsh, however, continues to seek contact with Iran about the field, but Iran hasn’t responded to the Indian firm yet, the sources said.

@Indus Pakistan Bro, I think this would be a perfect opportunity for Iran and Pakistan to work together on more gas deals. Due to current sanctions things will be difficult, but god willing Trump will go out of office and we'll be free to pursue such deals in the next few years.

India’s Loss of Farzad-B is Only the Beginning

The PTI news agency has quoted ‘sources’ in New Delhi to the effect that the Farzad-B gas field project in Iran is slipping out of India’s hands. The curtain seems to have come down on the negotiations between the ONGC Videsh and Iran’s National Iranian Oil Company.

The official narrative is that there was a gap in pricing that couldn’t be bridged. Others say Iran lost interest.

Oil and gas are strategic minerals and it is only very rarely that ‘friendly price’ is offered. If at all, it will be for political reasons of an exceptional nature.

When it comes to Farzad-B gas fields, three other factors also come into play. One, the gas fields contain massive reserves (estimated to be around 21.7 trillion cubic feet.) That is to say, even tiny price variations can make exponential difference to Iran’s income.

Second, Iran may be sceptical about ONGC’s capacity to handle Farzad-B. ONGC Videsh is a minority shareholder in most of its projects overseas. It has 14 producing assets across several countries but depends predominantly (around 60 percent) on Russia for its annual output.

Recent reports suggested that due to a natural decline in fields and production cut commitments by key producers (following the OPEC+ decisions), ONGC Videsh is scaling down its capex plans (as, indeed, most upstream companies worldwide.)

Third, ONGC Videsh is also involved in exploration work in Israel as part of an Indian Consortium of government companies with participating interest of 25 percent. Now, Farzad-B is located on the Iran-Saudi maritime boundary in the Persian Gulf which is a hugely sensitive area.

Israel is increasingly a factor now in the geopolitics of the Gulf. Suffice to say, it was an incredibly foolish move on the part of the government to have pushed the ONGC Videsh into acquiring exploratory assets in Israel. (It followed PM Modi’s high-profile visit to Israel in July 2017.)

It seems the Modi government got bamboozled by the Israelis. Prime Minister Benjamin Netanyahu does quick thinking usually, and his intention might have been to torpedo the ONGC Videsh’s Farzad-B project where the Indian company had successfully done exploration work as far back as in 2008, established the huge potential for business and was on the home stretch negotiating the terms for production and marketing.

The ONGC Videsh’s contract in Israel runs till 2021. A sensational report with a shrill title in the Oil Price magazine today suggests that Israelis are smirking that they successfully killed a mega energy project that would have given a massive boost to India-Iran relations for a very long time to come.

Meanwhile, a 25-year, $400 billion economic pact between China and Iran is in the final stages of approval. Iran’s foreign policies are pragmatic and flexible but far from ad-hoc. Iran is a regional power and in the long game globally.

If the estimation was that a stopover in Tehran by External Affairs Minister S. Jaishankar in September would mollify Iran, things didn’t happen exactly that way. The lesson from Farzad-B is: Friendship should not be taken for granted and a beneficial relationship needs to be based on mutual interest and mutual respect.

But the loss of Farzad-B is only the beginning. The India-Iran relationship awaits a strategic setback. Looking ahead, the forthcoming Malabar Exercise with Australia’s participation heralds a tumultuous period ahead where India and Iran’s core interests will no longer be reconcilable.

Without doubt, India’s Quad strategy will complicate its relations with Iran. None of the Persian Gulf states (or Israel) will want to be part of the Quad, either, since they are in the same predicament as the ASEAN countries — stakeholders in a thriving economic partnership with China.

As the Quad navvies cruise together “submarine-hunting” in the Indian Ocean from their bases in India or Diego Garcia, the military alliance will loom large in Iran’s security calculus as a security challenge, especially in the northern tier of the Arabian Sea where Iran has a string of naval bases.

To be sure, the unfolding militarisation of the Indian Ocean” will only be seen as an expansionist policy by a host of regional powers — not only China but also Pakistan, Iran and, possibly, Russia — and most littoral states along Africa’s east coast.

It will isolate India in its region and will provoke counter-strategies eventually to contain India’s ambitions. After all, there is nothing like absolute security. No amount of waffling by Indian diplomats that Quad is not be regarded as anything more than the BRICS or SCO will convince India’s neighbours.

Pakistan has a major role to play here, should be trying its earnest to prevent any Indian deals with any of our neighbours.

That is just one project. China still buys significant amount of oil from Iran for instance - behind the curtains.

Like you, I am also surprised with the little coverage these issues, especially the Iran-China deal are getting. This Iran-China deal will naturally involve Pakistan too, I don't see any major separation here. ...

There are 9 million Pakistanis living abroad, of which about 4 million in just Gulf Arab countries (over 2.7 million in Saudi Arabia alone) and on top of that Pakistan has a very large trade volume with the GCC (don't know the latest figures but around $16 billion in 2011).

In an ideal world, Pakistan and Iran should be trading with each other at maximum potential (300 million combined population) but we don't live in an ideal world.

No one can and should not expect Pakistan to sour it's relations with GCC for Iran. The GCC employs more Pakistanis than anyone else is willing to do so, earn remittamces in billions and like I said, the large trade between Pakistan and the GCC also exists.

The current Pakistani Prime Minister tried to change this status quo last year but ended up with humiliating and disastrous consequences from which he has yet to recover.

Pakistan sees Iran with suspicion since 1979 and Iran sees Pakistan with suspicion equally.

Pakistan thinks Iran is a hegemonic nation that given the opportunity will try it's best to destrablise Pakistan and move in like it's attempting in smaller Arab countries.

Iran on the otherhand thinks if the US ever attacked and invaded Iran then Pakistan will be their Achilles heel.

The mistrust is there... its just there and Iran handing over Pakistani uranium centrifuge designs to the US in 2003 didnt help. Pakistan felt backstabbed.

Now, because Iran is under sanctions, it makes it difficult for anyone to trade with Iran and no one in their right mind wants to share Iran's economic pain from sanctions. Why should they because Iran won't do that for anyone.

Back to you feeling surprised at the silence from paksitan on the China-Iran $400 billion deal, Its because Pakistan is not going to frustrate the GCC and the others by shouting and screaming for no reason how and why Pakistan is/will be getting closer to Iran. Those that will feel hurt by this will make sure to hurt Pakistan economically.

Anyway, today I feel happy that Iran has kicked India out from another project (as the project wasn't benefiting Iran in anyway) but politically it was seen as an Indian assault on Pakistan through Iran from Pakistani perspective.

The fact that China an enemy of US (China herself is facing US sanctions in several areas) has to buy Iranian oil covertly shows the power of US sanctions.

Also China has not managed to ink a single gas field or oil field or oil refinery deal with Iran in many many years.

you dont know this...literally...Iran and CHina are doing MORE covert oil deals these days...Reuters already reported that Iran has been increasing oil sales despite the toughest sanctions on Iran...the world still needs so much oil.

BUT WHERE WILL INDIA gets its hydrocarbons from??? INdia and China have similar energy needs...ALOT..and they dont have much of their own...so they need to "secure" large supplies of it...Iran gave you the Farzad-B field and you squandered it...so now you're a slave to the ARab oil...u have no other option...ALso, at this stage, Iran's domestic oil industry is probably as good as India's ..Iran produces at least 70% of the equipment its oil industry needs locally...and Iran IS SHOWING it can run its own oil industry....as you said already, the Chinese and everybody else has reduced their physical presence in Iran's oil industry, so how does Iran keep exporting more and more oil and petrochemicals??? Domestic capacity! Iran doesnt have an oil production problem, Iran has an oil exporting problem,which already implies Iran can produce enough oil...

It's not just the Iranians - Afghanistan has a much bigger role in sheltering Baloch terrorist leaders (along with TTP terrorist groups).

Please don't forget that wikileaks exposed Afghan President Hamid Karzai himself and high level US officials discussing (and therefore having complete knowledge of) Kabul sheltering high level Baloch terrorist leaders.

This is something I have not seen Iranians discuss much either - while a lot of fingers and threats have been directed at Pakistan by Iran about 'allowing the CIA to function out of Pakistan', it seems rather absurd that the US would need to use Pakistani soil when they had a massive military and intelligence presence next door in Afghanistan, with full control of the Afghan government and territory, for all intents and purposes.

Similarly, given the fact that Afghanistan has been clearly exposed as sheltering Baloch and TTP terrorist groups, I'm surprised the Iranians have ignored Afghanistan and chosen to focus on Pakistan that is in fact also fighting separatist terrorist Baloch groups like Iran.
