Lest take a look at Iran's relationship with English speaking countries :Stupid move. I agree with removing it from being an official language like Pakistan did but it is still the lingua franca of the world.
English isn't just the language of the countries you've mentioned but it is the lingua franca of the world. If this move is just to spite the US, UK and such then it is a very short sighted move. Learning about other cultures and traditions will help Iran to challenge them better too, besides banning their language and art serves no purpose but it will create more division between the countries. In all honesty, apart from government to government hate of the two countries you'll find most westerners don't have a problem with the common Iranian. Your experience might be different however. All I am saying is, apart from spite, this move serves no benefit to Iran or its populace. This is my opinion.Lest take a look at Iran's relationship with English speaking countries :
USA , Travel ban
UK and Canada minimum diplomatic relationships and tourism ( UK and Canadian citizens need to have a guide inside Iran , I think there is a similar behavior towards Iranians from these countries)
Australia there is no bad blood between us ( not now ! ) .
As a English speaking person you will find it very very hard to find a tiny city or village inside Iran without a English speaking Iranian . so that's the main reason a English speaking tourist feels Iran like home ( majority of them feel this way ) . so with minimum relationship with major English speaking countries there is a little benefit to keep the current education system about languages .
Also I would call it racism policy towards other people and races .
