According to Islam in every fiqh it is haram and if you have enough money to perform Hajj then batter spend money on Hajj first to perform your Farz then you can do what ever to want with your money and Sunni and Shia scholar agreed with this statement.

Which part of comments of Iranian members over here was not clear enough for you that you still have not get the fact that it's Umarah that has been banned not Tamatu which is mandatory?

I thought this was outrageous at first but then I realized if those people are attacked then there's very little Iran can do about that. Saudis already attack Mulsims of different sects when they feel like it during hajj this is probably a temporary precaution

you simply don't get it even if we explain it 1000 time Umra is not mandatory and I believe its against the spirit of the Islam to several time spend money on Umra while in your city there are people who are in need of that money.

One can say the same thing when a Saudi court issued the death sentence to a number of Saudi nationals that made Iranians so "affected" they set the Saudi embassy ablaze which led to all this.
