In both cases regime forces are internally weak. Also In either case Pakistan has strong strategic options it can take to be a dominant power in South Asia/Middle East/Central asia. The MAD doctrine shows that a nuclear power vs a non-nuclear power the nuclear power would always win while another nuclear power would never risk involving itself due to assured destruction.
