there is no loophole

second part seems reasonable. first part is too vague and restrictive.

using that wording one can say a foreign countries top defense officials aren't allowed to enter iran either. (like jassm al freij or shoygu visits) Military attaches cant be present on Iranian territory. allied military personnel aren't allowed on Iranian territory.

foreign soldiers (like Syrian and Iraqi) soldiers getting trained on Iranian territory aren't allowed.

this statue has been violated already many times, and the wording is too vague and restrictive. Iran can easily interpret the Russian military presence as some sort of innocent passage/ or resource sharing agreement and get around it as well..

I don't think changing the consitituion is realistic. that's a pandoras box most governments don't want to open as it would result in demands for other changes now that the ovens hot basically....

You could make the argument to change that particular law in the constitution as a 'national security need'. Many governments around the world do it on that basis. Since a Russian base would make Iran Safer from an enemy airstrike and also help protect Iranian assets and allies in Syria.

the military delegation are not part of Iranian Army or Police force.

So much for IRI's empty slogan: Neither west, nor east. You are now a client of China and Russia. Congrats; you "substituted" one master for 2 (some would actually call this a good bargain), just like you substituted a king for a "supreme leader". I would call it tragic if it wasn't pathetic.

NO we traded a government that spent little effort in creating literacy out side a few major cities with a government that has turned Iran into the fastest growing nation in science and technology in the past 30 years!

We traded a government that couldn't even build it's own damns with a government that has mastered that tech and is building dams for others!

We traded a government that didn't understand the value of domestic weapons production and R&D with a government that does!

And the list goes on and on!

During the Shah Iranian engineers were not even allowed to do simple repairs of simple low tech equipment like an Alternators everything had to be shipped out and replaced by U.S. imported new or refurbished parts! Iran was being robbed!

And who do think paid for that? SO NO THANK YOU!
