Of course it is an issue. The UN released statements over Mumbai attacks too. That is the job of the UN, being an International Organization.An international probe into Kashmir killings is itself evidence of Kashmir being an international issue. This is besides the fact that Kashmiri leaders are at the forefront of the demand to involve UN and all India can do is detain them. In that regard, India is no different than Israel and North Korea.
