I get it now. There must be some border outposts who do business by buying and selling rupee and taka it is also illegal. But dont get it how these illegal indians sending money back home. Last time I tried to send only $100 abroad and didnt find any legal and illegal ways. You are right it is very difficult to send money abroad through legal channels but the Indians are likely using illegal methods to get their money out. In other words they are also cheating the Bangladesh government.

And CHT hill tracts only 50 people per sq km. Last time I checked there are new lands rising in BB. We can easily create new areas there to live. Even we can live on our existing land by building dams like Netherlands. We can also live on floating cities. Still there are places on earth where no people live. And soon moon and mars will be open for people to live. So no need to worry, in 100 years at least no tension.
