Japan, Thailand and Myanmar are expected to sign a memorandum of understanding in July on cooperation on a project to establish a special economic zone in Dawei, southern Myanmar, it was learned Monday.

At a meeting with Thailand’s interim Prime Minister Prayuth Chan-ocha in Bangkok the same day, Hiroto Izumi, adviser to Prime Minister Shinzo Abe, indicated that Tokyo hopes to see the signing take place in July, according to Thai government officials.

At a separate meeting, Izumi and Thai Deputy Prime Minister Pridiyathorn Devakula confirmed that Japan will join a special purpose company set up jointly by the Thai and Myanmarese governments for the Dawei special zone project.

the Great achievement of all countries.. it will be Myanmar's the biggest SEZ which can connect South Asia to SE Asia in short time..

There are practical benefits to this as well. With less ships going through Singapore we can better manage the increased piracy activity in said region. The Dawei Project is perfect as it enables the Myanmarese and Thai coast guards to better improve their interdiction abilities.


I also hope that Myanmar and Japan can follow through with allowing the JMSDF to use the port as well for strategic refueling purposes. :)

Great project,,. I heard there will be oil refinery plants too. Thailand will skip Malaka straits for imports and exports, Including oil! We can be middle man for Vietnam, Lao, amd Cambodia. For Japan, I think auto industry? @Nihonjin1051 Which japanese industry would benefit the most?

For Myanmar friend, please beware the pollution,. Proper pollution management is a must. Make sure rules are set.

As per the Myanmar-Japan Investment Treaty, @somsak, investment into Myanmar includes education, railway, highways, ports, natural gas, coal, hydroelectricity, and manufacturing. I would say in the same calibre as JICA's activities in Viet Nam and Thailand. But I would say a bit more since this Daiwei Project would be , literally, a major competitor to Singapore.

Japan will have a long term presence in the Irawaddy Region. Similar to China in Pakistan's own Gwadar. But the level of activity within Dawei will be substantially heavier, since it will be the gateway, literally, into the Southeast Asian Mainland (Burma, Thailand, Laos, Cambodia, Viet Nam). We're talking about a collective market of over 240 Million. :)

Also these waters are more secure than Malacca waters due to presence of FortAN nearby.

Thailand, Japan to sign rail projects next month

BANGKOK, April 30 (Xinhua) -- A Thai-Japanese deal will be signed next month to build a railway between Thailand's western and eastern borders, said Thai Deputy Transport Minister Arkhom Termpitayapaisit on Thursday.





In addition, one other memorandum of understanding will also be inked to build another railway linking the Thai northern city of Chiang Mai with the Thai capital, according to the deputy transport minister.





The MoUs between the Thai and Japanese governments on the construction of the 670-k.m. Bangkok-Chiang Mai high-speed rail project and that of the 537-k.m. Kanchanaburi-Aranyaprathet rail project are scheduled to be signed next month, Arkhom said.





Kanchanaburi is the Thai western province bordering Myanmar whose southern coastal township of Dawei is yet to be turned into a Special Economic Zone with an industrial estate, a deep-sea port and a railway linking with western Thailand.





The Thai-Japanese rail project will be stretched to Laem Chabang deep-sea port in the Thai eastern coastal province of Chonburi, he added.





"The rail project is primarily designed to connect Thailand's western border with its eastern border for the sake of logistical and economic development. It will not only transport cargoes between Thailand and Myanmar but between Thailand and Cambodia as well as Vietnam in the long run," the deputy minister commented.





Japan has planned to promote manufacturing ventures in eastern Thailand, such as in Map Ta Put industrial estate and nearby areas, with plans to export the Thai-based products to Myanmar and Vietnam.





Besides, the Japanese government will help conduct a feasibility study for the planned construction of a railway between the Thai northwestern province of Tak, bordering Myanmar, and the Thai northeastern province of Mukdaharn, across Mekong River from Laos, he added.

Huge Chinese-Backed Oil Refinery Planned in Dawei

A huge oil refinery planned by a Chinese company for Dawei on Burma’s southeast coast would be part of China’s self-styled New Silk Road Economic Belt, according to Beijing state news agency Xinhua.

Guangdong Zhenrong Energy is at an advanced state in negotiations to build a US$2.9 billion refinery with a production capacity of 5 million tonnes per year, Xinhua said. The refined oil products would be sold in Burma but also aimed at the export market.

“Zhenrong Energy received the go-ahead for the [Burma] project from the [Chinese] National Development and Reform Commission in November and is currently applying for state approval from the authorities in [Burma],” Xinhua said.

The refinery would be part of China’s so-called One Belt One Road strategy “which is emphasizing future infrastructure connectivity with various countries,” Xinhua quoted Xiao Yaofei, a professor with the School of Economics and Trade, Guangdong University as saying.

“Xiao said Zhenrong Energy’s [Burma] project should also pave the way for other petrochemical-related investments by other Chinese firms, such as those engaged in chemicals manufacturing, for instance, and its support industries,” Xinhua said.

The refinery, to be fed by imported crude using a 150,000-ton oil dock, would dwarf Burma’s existing refineries, but analysts note that Dawei is far from the country’s main industrial growth areas where demand for fuel is highest.....

China wants to invest in Dawei deep-sea port and Thilawa Industrial Zone

President U Thein Sein met with State Councillor and Secretary General of China’s State Council Mr. Yang Jing, at the Presidential Palace on Monday, 11 May 2015.

Discussions centred on investment in industrial zones and the 21st Great Silk Waterway and the Great Silk Road. Myanmar has a possible link with the two because there are coastlines in Myanmar and ports such as Thilawa and Kyaukphyu have the potential to link up with the Great Road. At a later press conference, U Ye Htut, Minister for Information also announced that China was interested in investment in the Dawei deep-sea port and Thilawa Industrial Zone.

Asked if they discussed the Kokang conflict, the minister said that there was no discussion on the matter. However, it was important that discussions take place not only between governments but also between the armies of the two countries.The foreign ministries from both Myanmar and China will discuss compensation for those killed in Chinese territory.

During the press conference when asked if farmers would be given money from a $300 million Chinese loan, U Ye Htut responded: “The parliament has approved $300 million loan from China, the Chinese Government was reviewing the legal process for that and they could issue the loan soon.”
