Carrying out a megaconstruction project like a mass rapid transit (MRT) system in the middle of congested Jakarta is a herculean task, and the hardest part is just about to start.

After two years of construction, the MRT project contractors will begin tunnelling underneath the capital’s thoroughfares from the Hotel Indonesia traffic circle in Central Jakarta to the Senayan traffic circle in South Jakarta in August.

The six underground stations that will be built on the stretch are Senayan, Istora, Bendungan Hilir, Setiabudi, Dukuh Atas and Hotel Indonesia (HI) traffic circle.

Speaking on the sidelines of a recent MRT seminar, city-owned project operator PT MRT Jakarta’s construction director, M Nasyir, explained that the tunnelling would involve four giant tunnel-boring machines (TBMs), which would excavate tunnels between 12 and 24 meters underground. Each machine is 3 m in length and 6.7 m in diameter.

“Compared with Singapore or Kuala Lumpur’s geological characteristics, Jakarta is less complicated because our city does not have as many rocks as they do. We ordered TBMs, which suit our geological condition,” Nasyir said, adding that the machines were designed to limit the disturbance to the surrounding terrain.

The tunnelling process of the 6-kilometer underground section is expected to be completed by the end of 2016, as the machines will excavate tunnels at a speed of 8 m a day.

Kazuya Osako of Shimizu Corp., a project manager for the Bendungan Hilir to Senayan section, said he was confident about the quality of TBMs to be used in Jakarta.

“We have chosen very good machines for the Jakarta MRT project,” Ozako said, adding that the biggest challenge faced by contractors was not technical issues but the lack of experienced construction workers. “We have to train the workers from zero,” he said.

Also speaking at the seminar was Singapore Land Transport Authority (LTA) director Chang Kin Boon, who recounted his experience diverting the Singapore River to make way for the construction of a new MRT line.

“The Singapore River is one of our main tourist attractions and one of our main sources of water, so we had to carry out the project while maintaining the quality of the water by installing turbidity curtains prior to the demolition,” he said.

The Singapore River diversion project began in February 2012 and was completed in July 2014.

In Jakarta, MRT project contractors have had to contend with a water canal in the Dukuh Atas area, as well as a water pipe in the Bendungan Hilir area.

Shigeo Hanaki, the project manager for the HI traffic circle to Dukuh Atas section, revealed that his team would build the Dukuh Atas station 24 meters underground, below the canal.

Jakarta. Mass Rapid Transit Jakarta, the company responsible for constructing the city’s Mass Rapid Transit system, said on Thursday that a tunnel boring machine had arrived at Tanjung Priok port from Japan — six months ahead of schedule.

The arrival will allow construction of Jakarta’s MRT system to start in August.

Dono Boestami, the president director of MRT Jakarta, said the Japanese manufacturer was able to finish the machine faster than initially planned.

“We are completing administrative documents at the port so that it can be deployed as soon as possible at the construction site,” Dono said on Thursday.

The boring machine is the first of four scheduled to arrive by the end of this year.

The MRT will be the first of its kind in Indonesia and the government is eager to have the system functioning by the Asian Games in August 2018.

The construction will connect Lebak Bulus in South Jakarta to Bunderan Hotel Indonesia traffic circle in Central Jakarta with 16 kilometers of elevated and underground tracks.

The second stage of the MRT project will stretch 8 kilometers from the traffic circle to Kampung Bandan in North Jakarta and is set for completion by 2020.

Another MRT track to connect east and west Jakarta is undergoing a feasibility study and the government hopes to start its operation by 2027.

The Jakarta government, which controls MRT Jakarta, and Japanese investors have provided funding for the MRT construction.

Sumitomo to procure MRT
electric trains

The Jakarta administration has completed the tender for rolling stock of the MRT system, won by the Japan-based Sumitomo Corp.

Sumitomo is set to procure 16 sets of six-coach electric trains, with a value of up to ¥10.8 billion (US$90.4 million). Each set will have a 1,950-person capacity.

Sumitomo representative director Naoki Hidaka and project operator PT MRT Jakarta president director Dono Boestami signed the contract at City Hall in Central Jakarta on Tuesday to seal the deal. According to the contract, Sumitomo must complete its job within 185 weeks of the contract signing.

Dono said Sumitomo was set to procure the newest train model, which uses an automatic train operation (ATO) system.

“This is the latest train technology. As we all know, Japan is one of the most developed countries in terms of technology,” Dono said before the contract signing.

Dono went on to say that MRT Jakarta was assisted by consultant Nippon Koei during the tender. Nippon Koei is the lead consultant in Jakarta Metro Tender Assistance paid for by the Japan International Cooperation Agency (JICA) through an official development assistance (ODA) loan. He added that the trains had fulfilled the Standard Urban Railway System for Asia, or Strasya.

The train drivers, Dono said, would only need to press a start and stop button to operate the trains.

MRT Jakarta has conducted several tenders for the project; an elevated railway and train depot in Lebak Bulus to Cipete in South Jakarta won by Tokyu and Wijaya Karya; elevated railway in Haji Nawi to Sisingamangaraja in South Jakarta won by Obayashi, Shimizu and Jaya Konstruksi; underground construction from Sisingamangaraja to Setiabudi in South Jakarta won by Shimizu, Obayashi, Wijaya Karya and Jaya Konstruksi Manggala Pratama; and underground construction from Dukuh Atas to the Hotel Indonesia traffic circle in Central Jakarta.

Dono said the firm had conducted a final tender for railway systems and track work, in which five candidates participated. He said the contract would be signed in early April, with a working period of up to 185 weeks.

During the same occasion, Governor Basuki “Ahok” Tjahaja Purnama also urged his subordinates to quickly complete land acquisition so that the MRT project could finish as scheduled.

Previously, Bina Marga Agency head Yusmada Faizal said that the city had allocated Rp 500 billion ($38.5 million) for acquisition but had yet to acquire the 20,000 square-meter plots of land.

Ahok said the city and MRT Jakarta must not make any mistakes in the project. “We cannot afford any mistakes in construction or procurement. Therefore, we must procure the best products and construct the best quality,” Ahok said.

We already have extensive network of electric train in Jakarta and surounding area named "Commuter Line". But for MRT this is the first project.

Procrastination problem (psychological), as it is a big thing, it will not be built until "real problem appear" which is "Deathly Traffic Jam".

instead of competitive negotiation process, is more likely because of the opposition of Car Manufacturer lobby to delaying the MRT projects in Indonesia

MRT is a done deal. We use tender mecanism to choose the winner for this project. And since we take soft loan from japan to finance this project, we have to utilize japan expertise in collaboration with our national company. more info: MRT Jakarta - Increasing Mobility, Improving Life Quality

We are planning to develop fast train network from our capital city, Jakarta to Bandung and Surabaya. Now, we are considering proposal from Japan and waiting to see proposal from China.

I have worked with Hitachi before, they provided a zero interests Yen-denominated loan to the mountainous city of Chongqing (Direct Municipality in southwestern China) and delivered the Light Rail System, nice work. I believe their peers like Shimizu, Kawasaki and Sumitomo are equally competitive.

Good to know about the fast rail initiatives! I hope Chinese infra/rolling-stock corps can compete well in these forthcoming projects, look forward to closer ties with Indonesia on infrastructure projects!

JAKARTA, Indonesia—Indonesia has been betting on China to help bankroll its many planned infrastructure projects. Now it’s banking on Asia’s biggest economy to tackle another issue in this nation of 250 million people: unemployment.

The government is encouraging foreign investors to put their money toward projects that boost economic growth and also “create new jobs and reduce unemployment,” said a statement from the Ministry of Manpower and Transmigration following a meeting between minister Hanif Dhakiri and China’s deputy labor minister.

During the meeting at the International Labor Conference in Switzerland, Mr. Dhakiri invited China, “to enhance cooperation in the field of employment, including job training, productivity enhancement, research,” the statement said.

Indonesia’s unemployment rate is around 6%, with 7.4 million people out of a working population of 122 million jobless, according to the latest data. The majority work in the informal sector. In addition, a growing number of youth are expected to enter the work force in the next five years, with estimates that around 15 million new jobs will be needed employ them.

President Joko Widodo’s administration aims to create two new million jobs every year for that purpose. Thus, investments that are “labor intensive” are highly desirable, said Mr. Dhakiri.

China, which has shown strong interest in investing in big-ticket projects, has welcomed the idea, the minister said, according to the statement.

During a visit to Beijing in March, President Widodo witnessed the signing of around $63.4 billion in preliminary commitments from Chinese companies, much of which would go toward infrastructure development. Direct investment from Chinese state companies has been used to build large power plants and other infrastructure, such as the longest bridge in Indonesia.

Khairul Anwar, director general for training and productivity at the manpower ministry, said power plant projects have provided jobs for mechanical workers and electricians.

But many of the jobs available require skilled professionals – which the country is lacking.

Mr. Anwar said the ministry is working to improve training for unskilled workers and will work to link up companies looking for employees with qualified candidates. He said it’s important for training centers to know what kind of jobs companies currently need, so that they can supply the demand.

The ministry doesn’t have a figure on how many people have been employed by the infrastructure projects that Indonesia has begun rolling out, Mr. Anwar said. But it’s aiming to generate at least a million new jobs this year to fulfill the needs of projects created through both foreign and local investment.
