If discretionary funds were the source of the embezzlement charges then such charges can't stick since the ambassador is, by definition, the representative of his country's sovereignty. Therefore there is no embezzlement from Interpol's point of view.

even if the ambassador embezzled the money why wait until 2019 ? I am sure every government conducts periodic audits.

But west controls it .

That is why Russia never bothers with organizations like interpol and do what needs to be done.

That is only an assumption. It if the authors of the report are stating otherwise you are making an unsubstantiated assumption based on your bias.
