Indonesian 'Belt and Road' high-speed rail link expects $18 bln from satellite towns

JAKARTA, April 30 (Reuters) - The Indonesian-Chinese consortium building a high-speed rail link between the capital Jakarta and the textiles hub of Bandung expects to earn $18 billion developing satellite towns and industrial centres along the line, a company official said.

The rail project, part of Beijing's Belt and Road Initiative (BRI) to connect China with Asia, Europe and beyond was described last month by China's ambassador to Indonesia, Xiao Qian, as "the first high-speed rail of Southeast Asia".

After nearly three years of delays over land ownership disputes, construction on the rail line, which is financed principally by a $4.5 billion loan from China's Development Bank, finally kicked into gear in 2018..

The chief executive of Wijaya Karya (WIKA), which heads the Indonesian side of what is the most high-profile of several Belt and Road projects in Indonesia, said that the state-owned construction firm expects to book 266 trillion rupiah ($18.7 billion) from four transit-related developments by 2070.

The Indonesian side, which also includes state rail company KAI, owns 60 percent while the Chinese, led by the China Railway Engineering Corporation, holds the rest.

WIKA CEO Tumiyana - who uses only one name - said that 15 percent of the line has been completed, with 60 percent to be finished by the end of 2019.

Analysts say the plan to develop four new towns and industrial centres mimics China's own approach to high-speed rail development.

Should extended all the way toward Malang, Sidoarjo, Surabaya and made the systems reaching Yogyakarta, Solo and Semarang thats a great opportunity toward business as those cities hold at least 1 million population
 
Indonesia will have a high-speed rail by 2021

The Indonesian-Chinese joint venture Kereta Cepat Indonesia-China (KCIC) will complete the construction of a high-speed railway in Indonesia on the Jakarta-Bandung route by 2021.

After the completion of the project, Indonesia will become the first country in Southeast Asia to have a high-speed railway.

The 142.3 km long railway line will connect the capital of Indonesia with the country’s fourth-largest city, Bandung. The speed of trains on this section is expected to reach 350 km/h, and travel time will be reduced to 40 minutes.

Anyway Indonesia also considering Japan for China-backed high-speed rail project linking Jakarta-Surabaya. But I am more favor of China to be honest. It could be a sad mistake if Japanese high-speed railway system chosen for the next phases. Simply because of the cost. This is a crucial issue, especially for a developing country with a GDP per capita as low as 4,100 USD.

China has built 60% of all the existing HSR lines in the whole world and has achieved economy of scale to reduce the cost massively. The cost of producing 10 units is tremendously different from producing 1 unit. China claims that the construction cost of Chinese HSR is only ⅓ to ½ compared to other country’s, world bank says it's ⅔. Not to mention that China has provided an attractive financial scheme, which is too favorable to Indonesia that most netizens in China criticize it. :enjoy:
 
Congratulation. Indonesia will boost its economy again once the high speed railway completed on schedule. Efficient infrastructures definitely help a lot to attract foreign investment, create massive job opportunity and finally improve local livelihood and welfare as is proved many times and real experience distilled from incredibly fast growth of China economy in the past 40 years.

China is arguably the world leader in the deployment of high-speed rail infrastructure. Hopefully Indonesia can learn a thing or two about HSR technology from China.

Jakarta-Bandung high-speed railway township to become economic hub

The high-speed railway project connecting Jakarta and Bandung in West Java that will be integrated with four transit-oriented developments (TODs) along the rail line is expected to create a new economic center.

State-owned construction firm Wijaya Karya (Wika) said economic potential would not only come from train ticket sales but also economic activities at the TODs, which will consist of urban settlements with business centers and tourist areas.

Wika has projected the TODs located at four major stops along the high-speed railway could potentially generate an accumulative revenue of Rp 266.1 trillion (US$18.6 billion).

Very positive development. In many developing countries, including Mainland China, one big impediment in sustainable development is logistics/transportation. In the case of Indonesia, challenges decouple because the spread of the island state. So, HSR is one positive step. Another positive step is the connectivity project of the dispersed islands to create markets, spread wealth from centers and also open up more areas for convenient tourism.

why not Japan? We should give both of them a balanced contract; Or, if we choose China for all the work, they have to teach us the technology, so our engineers can maintain the HSR infrastructures to ensure the safety of people who use it. Because we can't call their engineers here every time we need to maintain the infrastructure.

Japan proposal is good , but they got tangled with their auto oligopoly interest in Indonesia in which lobby got several project delayed severely even their preliminary study costing a lot of times. China on other hands actively promoting their public transportation sector without tangled with their auto industry interest

Usually Japanese after-sale services are very expensive. The HSR bleeds money because spare-parts are bloody expensive. So far, the system has never seen red (profit), but always been in green (loss).

True that. The most expensive HSR line in China (Guangzhou-Shenzhen, privatized) costs you 0.71 RMB (0.11 USD) per kilometer, and the cheapest is 0.24 RMB (only 0.036 USD!). But the Shinkansen(Tokyo-Nagoya) in Japan is about 19.67 JPY (0.18 USD). So you can see there may be a difference of 5 times. The distance between Jakarta and Bandung is about 140 km. So do the math, if it were the Japanese case, the ticket fare can be 25.2 USD. This may be too expensive for local people. Remember the GDP per capita is only 4000 USD, so the actual annual income is quite less than 4000 USD. 25 USD may be equivalent to 3 days’ salary of an ordinary Indonesian.

So the Chinese one is cheaper and more affordable. What about the business return? Actually before the Chinese has began its HSR projects, there were only two HSR line in the world that can at least earn some money: Paris-Lyon and Tokyo-Osaka. The rest are all losing money, big amount of money. On the other hand, after a few years of operation currently China has already several lines that can keep a positive profit. For example the Guangzhou-Shenzen line has an annual profit of 1 billion RMB (150 million USD). :enjoy:

Behind Fuxing bullet trains' 420 km/h test: Not just about speed

On July 15, 2016, two China-standard EMU trains passed in opposite directions at 420 km/h in an experiment conducted by China Railway Corporation, setting a world record.

The experiment was carried out on the Zhengzhou-Xuzhou high-speed railway, and completed tests include China Standard EMU running energy consumption, vibration noise and dynamics properties of trains.

Huang Jin, an associate researcher of Locomotive & Car Research Institute of China Academy of Railway Sciences, was the team leader of this experiment.

Huang told CGTN that the main purpose of the experiment was to learn about the change rule of technical parameters of the continuity interval between 200-420 km/h and explore the characteristics of parameter variation above 400 km/h in order to better serve future technological advancement for Fuxing bullet trains.

"We formed a temporary team of more than 40 people, including experts in train traction, dynamics and vibration noise," said Huang.

The highest test speed of single train reached 428.6 km/h, and the passing speed reached 420 km/h during the experiment. Besides speed, another important achievement was the interconnection between the two trains.

"The two trains are produced by different manufacturers," Huang said, adding that trains from different manufacturers couldn't connect with one and other in the past.

"Now they can connect, and also reach 420 km/h. This is rare in other countries."

For research personnel like Huang, the most important significance of the experiment was the data they collected, which provided them a better understanding of Fuxing bullet trains.

"That was the first time for us to collect data above 400 km/h from a field test," he said. "This is very useful in terms of upgrading the current Fuxing trains and developing a new generation of a high-speed train."

The current highest operating speed for the Fuxing bullet trains is 350 km/h.

Huang said that the Automatic Train Protection (ATP), brake and traction devices are not designed for long-term use under a speed above 350 km/h. But they can handle short-term experiments.

The test speed of 420 km/h was decided after evaluation, which can meet engineers' demands of data collection, and ensure safety.

The lead engineer told CGTN that exploring high speed was only one task of the experiment; the focus was to go deep and refine the Fuxing's performance.

"It's for practical uses after all... it's meant to be used better and to better serve the passengers," said Huang.
