Less than 24 hours after Army claimed to have shot at an intruder trying to damage barbed-wire fence along the Line of Control in border district of Poonch, the Jammu and Kashmir Police have registered a case of attempt to murder against the Army unit.

“Yes, a case under FIR No. 12 stands registered against Army’s 62 Medium Regiment unit deployed in Khari area under Section 307 of Ranbir Penal Code (RPC) and Section 3/25 of the Arms Act,’’ police said.

Jammu: BSF on Tuesday said that terrorists are being staged in Pakistani villages along the International Border (IB) here as they are desperately looking to infiltrate into Indian territory to launch attacks.

"There are inputs about the presence of terrorists in Pakistani border villages desperately looking for infiltration into Indian territory," said BSF DIG Dharmendra Pareek.


He further said that BSF troops are extremely vigilant and prepared to foil any such emerging threat and nefarious designs from across the border.

In view of the security scenario in recent months along the IB in Jammu region, BSF has taken various innovative measures to ensure foolproof security after the assessment of various threats from the Pakistani side, he said.

Jammu: Border Security Force (BSF) has detected a tunnel originating from the Pakistani side along the International Border in Samba district, foiling designs by militants to infiltrate.

During anti-tunnelling exercise, the BSF detected the approximately 20-meter tunnel ahead of the fence into Indian territory in Ramgarh sector on Monday, Deputy Inspector General (DIG) of BSF, Dharmendra Pareek told reporters here on Tuesday.


The tunnel is 2.5 feet x 2.5 feet in size and width, he said.

With the detection, BSF has foiled Pakistan's design to infiltrate terrorists into Indian territory, he said.

The BSF officer said the tunnel's origin is found to be from Pakistan's side and it is ending at a distance of approximately 20 meters ahead of the border fence in the area.

"The tunnel was yet to be completed and was detected well in advance before it could reach the fence," the DIG said.

"The efforts of the BSF troops deployed in multi-tiered counter infiltration grid once again resulted in neutralising designs of terrorists working in connivance with Pak Rangers," he said.

The BSF, officials said, will seek a flag meeting with their counterparts Pakistan Rangers and inform them about the detection of the tunnel, built ahead of the IB fencing.

New Delhi: Prime Minister Narendra Modi on Wednesday paid his tribute to martyred soldiers who lost their lives in encounters with terrorists in Jammu and Kashmir yesterday.

Four Army men, including a Major, and an equal number of militants were on Tuesday killed while 8 other security personnel and a civilian were injured in two separate encounters in Kashmir's Handwara and Bandipora.

Major Satish Dahiya, Rifleman Ravi Kumar, Paratrooper Dharmender Kumar and Gunner Astosh Kumar lost their lives in the operation.

An encounter took place in Parray Mohalla of Hajin area of Bandipora district on Tuesday morning.

The gunbattle erupted after security forces cordoned off the area following information about presence of militants there, the police official said.

As the security forces were closing in, they came under fire from the hiding militants, the official said, adding 10 security personnel, including an officer, were injured in this.

CRPF Commanding Officer Chetan Kumar Cheetah, who was grievously injured in an encounter with militants in North Kashmir, underwent brain surgery on Wednesday even as he remains “critical”. According to AIIMS Trauma Centre sources, the officer is currently admitted to the ICU and underwent brain surgery. Doctors said the officer had fractures in the upper limb, head injuries and “maxillofacial” injury. He is under constant observation, they added.


45-year-old Cheetah was flown in an air ambulance from Srinagar on Tuesday from the military hospital where he was initially admitted after the encounter.

Hailing from Rajasthan, Cheetah bore the initial brunt of the attack in Hajjan area where a joint team of army, CRPF and state police had laid siege following intelligence inputs that two foreign terrorists were hiding in the area. Cheetah, who commands 45th Battalion of the CRPF, received gunshot wounds in his eye, hands, waist, and pelvic region, they added.

45-year-old Cheetah commands the 45th Battalion of the Central Reserve Police Force (CRPF) deployed in the Kashmir valley.

Jammu: Recovery of a wireless set by a villager near the Indo-Pak border in Samba district of Jammu and Kashmir today triggered panic before it was found that the device belonged to the army.

"A wireless set was found lying in the fields by a farmer in Londi Samba belt in Samba," a BSF officer said.

It triggered panic in the border belt, he said.

Terrorists are known to be using wireless sets and security forces have recovered these devices from them umpteen times.

The device was handed over to BSF and on probe, it was found that army patrol party had lost the set and it is being handed over to them, officer said.

THREE militants killed in north Kashmir’s Kralgund village on Tuesday were top Lashkar-e-Toiba commanders. One among them was active in the area for many years. The three were killed along with an Army Major in an exchange of fire on Tuesday.

The three were foreigners and involved in many attacks in Handwara and adjoining areas, including on army convoys. Police identified one of the militants as Abu Darda, who was an acting commander of Lashkar in Kupwara and one of its oldest commanders.

“The militant was operating in Handwara and its adjoining areas in 2009 and then he went back to Pakistan and again returned to Kashmir…,’’

Handwara Superintendent of Police Ghulam Jeelani told The Indian Express. He identified the other two as Abu Saad and Abu Mawa. He said that Darda was nearly 40 and had knowledge about the area. Jeelani added that he faced many cases. “The killing of the militants is a big success.’’

The three were buried at an unidentified location. Residents were not handed over their bodies as the administration feared protests.

Legislator Engineer Rashid condemned the burial at unknown locations. “Every Kashmiri wants the circus of death and destruction to end and we firmly believe that no mother, whosoever she may be, should receive the coffins of her beloved one,’’ he said.

“While mothers of militants deserve condolences, the killing of jawans equally pains their mothers. Once someone gets killed, it hardly makes him a difference where he is buried, but the way police, army and administration have started burying unknown militants in jungles and remote areas, even without performing proper rituals, it is condemnable and must stop.’’

Moots 24x7 seamless virtual fence with sensors to stop infiltration from Pakistan
The Centre has given up its proposal to build a wall along the Pakistan border in Jammu, originally envisaged as a barrier to cross-border terror.

The raised embankment, initiated by the UPA government in 2013 after the twin attacks in the Hiranagar/Samba sector, was to come up along 179 km of the International Border in Jammu.

The wall proposal was opposed by Pakistan, which shot off letters to the United Nations Security Council in 2015 accusing India of converting what it called a “working boundary” into a “quasi international boundary.”

A top official told The Hindu that the plan for raising an embankment was not materialising and that the government would instead depend on ‘technological solutions’ such as a ‘smart fence’, a seamless virtual fence with sensors to identify any infiltration.

The Army too opposed the embankment, saying it would pose hurdles for their forward movement during military operations.

“There were multiple issues. Unlike the Line of Control, the IB is densely populated and has fertile agrarian land. Not many people were willing to let go of their land. We could hardly acquire 25% of the land,” said the official.

Since 2014, when the NDA government came to power, there have been more than 900 ceasefire violations along the Pakistan border in Jammu.

At the LoC, which is under the operational control of the Army, 541 violations were reported during the same period. In these violations, 57 locals and 26 security personnel were killed.

The Home Ministry is now working on a Comprehensive Integrated Border Management System (CIBMS) for 24X7 surveillance.





Pilot project under way
“Currently a pilot project is under way, where an integrated system of human resources, sensors, networks, intelligence and command and control solutions are being worked upon,” the official said.

“Our endeavour is to improve situational awareness to facilitate prompt and informed decision-making and quick response to emerging situations.

Jammu and Kashmir police on Saturday claimed to have busted a module of Hizbul Mujahideen terror outfit with the arrest of a militant and nine others who were “influencing” young and innocent boys in Baramulla district to join militancy. “With the arrest of one militant Irshad Ahmad Shah of Seelu village of Sopore in Baramulla, police has been able to bust a huge network who were spearheading militant activities and recruitment of local boys in Baramulla and Sopore. A total of nine persons were arrested so far,” a police official told media.

Jammu: Firing exchanges continued well past midnight after Pakistan Rangers violated ceasefire at the International Border in Ramgarh sector of Jammu region, a BSF official said on Sunday.

According to the Border Security Force official here, the Pakistani side at around 11.30 p.m. on Saturday resorted to unprovoked firing at S. M. Pura and Fathwal border outposts in Samba district.

They used small arms and automatics, the official said.

"The troops of 62 battalion of the BSF retaliated effectively. The firing exchanges continued till 12.15 a.m. on Sunday."

"No casualty or damage has been reported from our side," he said.

The army has lost 26 soldiers in the line of duty in Jammu and Kashmir in the first two months of 2017, while the security forces have stepped up the heat against militants, killing 22 ultras in 50 days — the highest since 2010. While 20 army personnel including an officer lost their lives in avalanches in the valley, six soldiers were killed during counter-insurgency operations across the state that led to the killing of 22 militants as well, security officials said. Among the security force personnel killed was an officer of the rank of Major who laid down his life while battling militants in Handwara area of Kupwara district on February 14.

Three militants were killed in the operation, the officials said. Earlier that day, three soldiers were killed in a gunbattle with militants in Hajin area of Bandipora district while one ultra was also killed, they said. The valley had witnessed a bloody day two days earlier on February 12 when four militants were gunned down in an encounter in Kulgam district of Kashmir, while two soldiers also laid down their lives. One civilian was killed in the exchange of firing between the militants and security forces while another civilian died in security forces firing on protesters who were pelting stones after the operation ended.

Intelligence reports suggest that many youths –approximately 100 — have joined militancy after the killing of Hibzul Mujahideen commander Burhan Wani last year, prompting security forces to launch proactive operations in recent times. Out of the nearly 50 operations conducted in Kashmir since January 1 this year, 16 operations have resulted in either killing (22) or arrest (three) of militants, the officials said.

The security forces have also been able to bust the module of overground workers of militants, especially in north Kashmir. More than 40 overground workers (OGWs) have been arrested since the start of this year, they said. “These OGWs do the ground running for militants, acting as their eyes and ears — identifying soft targets, carrying out recce before striking and organising logistics like food and hideouts.

“These workers might not be high on the priority list of security agencies but their arrest means crippling of the militants, particularly the foreigners,” a senior police official from north Kashmir said. The snapping of the human information network of the militants has resulted in security forces being able to track them down more easily as is reflected in the numbers. The militants killed in security forces operations this year has been the highest since 2010 when 38 ultras were eliminated in the months of January and February.

Security forces have killed 18 militants in January and February months of each of the last three years while the number was only two in 2013, six in 2012 and five in 2011. One of the reasons for intensifying the operations against militants in the valley is to prevent these “indoctrinated and brainwashed people” from roping in more vulnerable youths into their ranks, the officer said.

“We have seen that most of the local militants killed this year had taken to arms in the past six months or so. They were radicalised by militants and other subversive elements. The effort is to stop this vicious cycle and prevent further recruitment of youth by the militants,” he said. The summer unrest last year came as a major boon for militants operating in Kashmir. “They not only got the manpower for their subversive activities but managed to lay their hands on several dozen rifles which were looted from various police installations during the mob protests last year,” the officer said.

The security forces, besides intensifying the operations, have launched counselling programmes for youngsters to wean them away from the separatist and militant propaganda, he said.

“We have had encouraging response to these programmes as you can see in the lesser number of stone-pelting incidents on Friday which have been localised to notorious trouble spots of the valley,” he added.

A civilian was injured in a firing incident today in south Kashmir's Pulwama district, where security forces arrested a former militant and recovered a pistol and a grenade from his possession, police said.

Wasim Kuchay, a resident of Barsoo village of Tral in Pulwama, was admitted to SMHS hospital here with bullet injury near neck, a police official said.

He said Kuchay was shot with a pistol near Nowdal and suffered injury, but his condition is stated to be stable.

Earlier, a firing incident took place at Nowdal Tral, following which security forces arrested a former militant Maqbool Ganai alias Firdous, who was associated with Hizbul Mujahideen, the official said.

He said a pistol and a grenade were recovered from Ganai's possession. The official said police were trying to ascertain whether there is any connection between the arrested ex-militant and the injured civilian. Further details were awaited, the official said.

Jaisalmer: Home Minister Rajnath Singh on Friday announced that the Indo-Pak border will be completely sealed by December 2018.

Singh further told reporters that the action plan is time-bound and the situation on the border would be continuously monitored.

The minister said a new concept, "Border Security Grid", would be put in place after taking inputs from all border states.

Noting that tensions between India and Pakistan have increased, Singh said that the countrymen should trust security forces and stand by them.

Commenting on Congress vice president Rahul Gandhi's 'khoon ki dalali' remark, Singh said that people, working in any field, must show restraint at the time of escalated tensions.

Amid rising tension in Indo-Pak ties, the Union Minister today reviewed the security situation with Home Ministers and senior officials of four states that border Pakistan.

Singh chaired the meeting attended by Rajasthan Chief Minister Vasundhara Raje, Deputy Chief Minister of Punjab Sukhbir Singh Badal, Gujarat's Minister of State for Home Pradeepsinh Jadeja and Jammu and Kashmir Chief Secretary Brij Raj Sharma, an official said.

Senior BSF officials were present at the meeting here which reviewed security arrangements on the border in the wake of tension between India and Pakistan after surgical strike by the Army on terror camps across the Line of Control in Jammu and Kashmir.

The Union Home Minister will also tour border areas of Rajasthan and visit outposts to assess the situation along the Indo-Pak border.

Out of 2,289.66 km of Indo-Pakistan Border (IPB), 2,034.96 km has been covered by physical barriers, including fencing, and the remaining 254.80 km of the border is planned to be covered by physical and non-physical barriers shortly.

There are stretches in which construction of physical barriers is not feasible due to geographic constraints such as riverine, low-lying, creek and marshy areas.

In this stretch, it is proposed to deploy technology solutions, including the deployment of cameras, sensors, radars, lasers, etc.

The BSF is testing the available technologies through pilot projects in the Jammu region, Punjab, and Gujarat.

The paramilitary force is in the process of a rollout of a Comprehensive Integrated Border Management System (CIBMS) for this stretch of IPB, which is due to be undertaken in a year`s time.

The Indian side of the IPB, which is 3,323-km-long, passes through the states of Gujarat (508 km), Rajasthan (1,037 km), Punjab (553 km) and Jammu and Kashmir (1,225 km).

Out of the 3,323-km border with Pakistan, about 2,289.66 km of the International Border (IB) is under the operational control of the Ministry of Home Affairs.

Apart from the IB, there is a Line of Control (LoC), which is under the operational control of the Ministry of Defence.
