Given that we have already paid for total ToT decade back, and also acknowledging that DRDO made further modifications over it from the original blueprint without consulting the original vendor, I'd say pretty much.

The main thing is, we won't have to depend on the original developer for any tech upgrade or modification. In case of Tata and Kalyani, with their limited knowledge and experience, it'd be impossible for them to carry on any upgrade or modification on their own.



You cannot start full fledged production from the very start of it even if you have a large contract, a trial run production for tuning up the assembly line is necessary. Even though I agree OFB is little slow, but with adequate contract and pressure from the armed forces, the speed of production can be increased.

Another point is, private entities can increase their labor force to increase production rate, while government entity face a huge drawback in this case. As they cannot sack the employee once the contract duration is over. So OFB will have to implement efficient method to increase production without hiring large number of manpower.
too much utopia. A govt dept is govt dept for a reason. they will not change. frankly why will they change .. u can even suspend a minor employee for not doing his work. u can't impose penalty on them ( how funny it will be to govt paying as well receiving penalty). if despite intense competition white elephants like BSNL, AIR India, DD etc .. how can u expect the holy cows like HAL, OFB etc to change,. the only way ahead is Privatization.

how much indigenous is Desi Bofors ?

Dhanush howitzers are 87% indigenous (by price/cost) - only the Auxiliary Power Unit (APU) which is from UK's BAE SYSTEMS and the sighting system from France's SAGEM are imported - rest all is made in India.

The army needs at least 1200 towed.

They need to set up more production lines. The rate is awful.

This is a parallel program that the OFB has undertaken on its own and will compete with the Advanced Towed Artillery System which is a 155mm/52 caliber howitzer which is being developed by India’s Defence Research and Development Organization (DRDO) in association with Indian private sector companies.

State-run OFB Which has started manufacturing the gun based on the Bofors design of 155mm 45-calibre after its successfully cleared Indian army trails will get upgraded 52 calibre barrel in its future upgrades.

Well-informed sources have told idrw.org that new 52mm calibre barrel which is under development by DRDO for Advance Towed Artillery Guns System (ATAGS) will share its 52 calibre barrel with OFB developed artillery guns based on Bofors.

ATAGS is new light-weight long-range automated gun being developed by DRDO with private participation and will be India’s first Indigenously developed 155MM/52 calibre artillery gun.Concept design of ATAGS is ready and DRDO will start putting together first Prototype gun by next year , it will be technologically superior to Bofors even if they share same 52 calibre barrel, since ATAGS is a new design which enjoys input of newer technology and ARDE developers of the new gun believe that it will take over guns in this category in the future.

ATAGS which weigh 12 tonnes, is two tonnes lighter than other guns of its category and one tonne lighter than Original Bofors gun. ATAGS will also get Superior Computer aided targeting system and Fully auto-loading ammunition function which will allow it to take out targets at over 60 kilometres with successive rounds in small duration.

DRDO recently had interactions with Tata Power, L&T, Bharat Forge, Mahindra Defence System, BHEL and BEL on possible collaboration in Components manufacturing of ATAGS when it is ready for production in 2019-20 period.

Indian Army’s artillery modernization will gain some mileage as India’s first indigenously built Dhanush artillery gun has cleared its field trials and is ready for manufacturing , While 45-calibre Dhanush has increased the gun’s range from 27 to 38 kilometres, using enhanced range ammunition, ATAGS Project of DRDO will be keenly watched by Indian Army which due to Bofors Scandal and later with Kickback allegation was not able to procure modern artillery gun for last two decades .

^^ So two different reports.. I would personally like OFB gun to compete against DRDO-Pvt. firms ATAGS... When ATAGS passes the trials, two separate lines can be started: One in OFB and other in Punj-Llyod..

Interestingly there's another competition going on in the private sector to upgrade over 300 M-46's Towed Artillery Guns of Indian Army - the guns were handed over to Bharat Forge, Punj Lloyd and Tata from the private sector and Ordnance Factory Board (OFB). The four companies, which will be allowed to form overseas tie-ups for the upgrade, will have 12 months to complete the retrofit before offering the guns for trials. Thereafter, one gun will be shortlisted and its vendor awarded a tender to upgrade 300 M-46's. The results will be out by October this year.

Dhanush Howitzers undergoing User Trails

JABALPUR: In what would be a shot in the arm for a force that has not had a new 155mm artillery gun inducted since the Bofors scandal of 1987, the Indian Army is set to soon be handed over the indigenously-developed howitzer 'Dhanush', also known as 'desi bofors'.

"Dhanush, the indigenously-developed 155mm gun with 45 calibre having advanced features, is likely to be handed over to the army in November this year," Senior General Manager of Jabalpur's Gun Carriage Factory (GCF), NK Sinha, told here.

The gun, a towed howitzer with a strike range of 38-km, has been developed by Ordnance Factory Board (OFB), Kolkata, after going through the design and voluminous documents running into more than 12,000 pages which were delivered to India under the first phase of Transfer of Technology (ToT) as part of the Bofors gun deal in late 80s, an official said.

Costing about Rs 14 crore apiece, Dhanush is comparable to most current generation weapons systems which are in use by different countries, the official added.

Along with electronic gun-laying and sighting systems and other features, the indigenously-developed gun has an enhanced 11-km range as against the gun range of 27-km of the imported Bofors.

Indian army had stationed a special team of officers at GCF to help monitor the progress, coordinate proof resources and provide guidance regarding the qualitative requirements vis-a-vis the gun system from the user's perspective, the official said.

"A team from the 506 Army Base Workshop, close to CGF, was constantly providing technical inputs which it acquired for the project for over more than two decades," he added.

The Swedish Bofors company (now owned by Britain's BAE System) could not complete the ToT for the 155mm howitzer with 39 caliber to India as the deal got embroiled in a major political row over alleged kickbacks in 80s.

Subsequently, OFB struggled for a long time to produce the howitzer indigenously despite the fact that it has manufactured and supplied several components or spare parts to keep the Bofors howitzers operational in India, especially during Kargil war.

The army has been desperately looking for a 155mm howitzer for more than a decade now. In the past, it had roped in an Israeli company, Soltam, to upgrade the imported, Russian-made 130mm gun to 155mm at GCF. But the project, after the upgraded gun's trial, got caught up in some dispute, the official said.

For well over seven years, the army has been worried over its dwindling artillery strength and has frequently raised concerns over it. The army made several attempts to procure four types of howitzers, but all of them proved abortive due to one reason or the other.

Three years ago, the Defence Acquisition Council had decided to look for artillery guns within the country and asked OFB to start manufacturing howitzers.

Towards that end, former defence minister AK Antony had flagged off a 155mm gun manufacturing facility at GCF on September 22, 2012.

The above move had come after four international howitzer firms -- Soltam, Denel, Singapore Technologies Kinetics and Rheinmetall -- were blacklisted by the Ministry of Defence (MoD) over allegations of graft.

"The project has received support and active cooperation from other ordnance factories, PSUs such as SAIL, BEL, and many private sector companies. Their support has made the project a huge success," Sinha said.

Three Dhanush guns have already been readied and an equal number of the howitzers are being manufactured in the more- than-a-century-old GCF for delivery to the army.

Army has demanded the six howitzers following successful summer and winter trials of the artillery gun. The trials saw some 2,000 rounds being successfully fired from the howitzer in different climatic conditions in India in snowy, desert and hostile areas, the official added.

The gun will shortly go through maintainability and engineering evaluation and GCF was confident that their product would clear the same, the official said.

Army is looking to acquire a total of 114 of the Dhanush guns from GCF to augment its firepower, he said.

The army needs a huge number of howitzers of different types and Indian firms, some with the help of foreign manufacturers, are in the race to fulfil that demand with the gun's variants.
