Didn't some Indian name this the 'Hindu rate of growth'
I don't know who said that but that's what they used to call it.

Yes, that was the term that the Indians themselves used:

The term was coined by Indian economist Raj Krishna.
It suggests that the low growth rate of India, a country with a high Hindu population was in a sharp contrast to high growth rates in other Asian countries, especially the East Asian Tigers, which were also newly independent.
It indicates something like 3-4% growth rates.
