India's response to China's stapled visas for Indian kashmiris

Hi friends, what do you think should be India's response in the light of China's refusal to stop issuing stapled visas to kashmiris?

Is there any need of any response when there is govt. of free tibet in exile in dharamshala for past 50 yrs.Thats the strongest message india conveys to china.
