Fact is terrorism is a very vague and loaded concept. Almost every Israeli leavership up to about early 1990s were confirmed terrorists of Haganah and Irgun groups who had slaughterd civilians and British soldiers. I am sure you have heard of the David Hotel bombing and thwy also engaged in genocide of Palestinian villagers to empty the lamd and claim it as Israel. Those involved went on to become three star generals of IDF ~ Gen. Moshe Dayan and political elite like PM Menachem Begin. It was, nothing less, nothing more.
True, true.
Closer to home I have seen terrorists of the IRA elected as MPs and forming the new government in Ulster. Point be who is bad guy or terrorist is largely informed by your politics. The entire Mujahideen in Afghan War was touted as freedom fighters. The Soviets would beg to differ. They regarded them as nothing but western supported, western armed terrorists.
My point being I find it rather funny how many point fingers to Pakistan as supporting terrorists when they themselves [example given of India/USA/IRA] supported 'terrorists' on industrial scale and even today take pride from it. Just to set the record straight the biggest source of IRA funding and weapons in 1980s came from USA through the notorious NORAD charity. Many a British soldier was blown up or killed by bullets/bombs bought by NORAID in USA . Despite many attempts by Her Majesties government the flow of guns and money continued across the Atlantic.
