Strong economy is complimented by strong military...these are long term games..first you should build a strong high tech self reliant economy, a massive defense industry, pack enough offensive punch to deny facilities to your enemy and also destroy them in one swift strike..then only dialogue and negations will be usefull..

You dont need to have a 'official base' to threaten Pakistan. Mind you this port is just a few kilometers from Pakistan soil. Repeated port visits by Indian navy ships, or installation of listening devices like the ones in Oman.

We have TAPI and we can shut of gas anytime we want to...listening devices are installed all over the world....Pakistan too can install them on Gawadar to listen to Indian maritime traffic in Chahbar..

This India already has, please note that the coastline of Pakistan is about the size of Gujarat.

Next, soon India may just have the same number of satellites in the sky as Pakistan would have ships in the sea.

It is most unlikely that India / China would use Charbhar / Gwadar for any offensive actions against a 3rd nation. The host nation will never permit this , at least Iran will never. Neither will Pak if its not intended against India.
