This shows poorly arranged organizational structure of our institutions with no sense of accountability.

there is this issue with initiatives like these: people who know their stuff wont work for a lump-sum package, they (those who want to stay in Paksitan) will look for companies/orgs that take care of housing, medical, conveyance etc. some skilled people will move abroad. and then there is this mindset that an officer working on such a project will be tasked with additional duties related to the working of the organization (navy) as well. so they will not be able to concentrate on the R&D, and will instead get busy in preparing proposals, parades and drills, defending budgets, carrying out court-martials and what not.
