LOL, India isn't racing with anyone just to "touch orbit with humans" first.India can never catch up with North Korea's 2022 spacewalk, as ISRO has not even considered this possibility, and time is running out.
As a last resort, only Modi Ji performing his famous Yogic Earth Rotation could snatch the 4th space superpower place from North Korea!
India is much more capable with bigger vehicles & experience and making infrastructure according to that. Not few minutes, hours or days, India's first mission is to be stay there on orbit for many weeks.
And this doesn't end here. Manned orbiter is to be upgraded to become a bigger habitat like Skylab or Tiangong-1 one followed by a modular space station like ISS, Mir & TG-2.
