Nah. Modi said, "It's my way or the highway", so all other states had to bow to the pressure. When you have as much influence as Modi does, then you are practically a dictator. Modi needed majority only in the LS for GST to happen, that's why it happened.
Partisan support is needed to pass the land and labour reform bills, which hasn't happened for obvious reasons, that it requires partisan support. So Modi's going to have to wring arms once he gets a majority in the RS also, considering he gets a majority in LS again.
