India’s enmity in the name of friendship

INDIA is considering imposing yet another anti-dumping duty on a Bangladeshi product. It has initiated an investigation to assess whether it would impose anti-dumping duty on import of fishing nets from Bangladesh. In a short span of time, it is the third anti-dumping duty-related move against Bangladeshi products by India, a move that the commerce minister himself termed disappointing and unfriendly for a neighbouring state. Earlier on January 5, India imposed anti-dumping duty ranging from $19 to $351.72 a tonne on import of jute and jute products from Bangladesh for five years. India is also set to impose the same duty on export of hydrogen peroxide from Bangladesh as the Directorate General of Anti-Dumping and Allied Duties of India’s commerce and industry ministry is scheduled to complete an investigation regarding the issue by April 13. Considering that Bangladesh has been already incurring economic loss from India’s unjust anti-dumping duty on Jute — a duty that was imposed based on unsubstantiated allegation that Bangladesh sells jute products at prices lower than India’s domestic market — the incumbent should immediately protest against such belligerent behaviour of India and bring such abuse of World Trade Organisation’s anti-dumping agreement to international forums.
According to a New Age report from Wednesday, Bangladesh commerce ministry officials hinted that any anti-dumping duty on fishing net will hamper export earnings as Bangladesh exports the product mainly to India. The Export Promotion Bureau data shows that Bangladesh earned $11,10,974 from export of fishing nets in the financial year of 2015–2016 and the total earnings came from India. The way India backed by world bank and other international bodies have sabotaged the jute industry of Bangladesh in the past years, the fear of ministry officials and trade analysts is not unfounded. Moreover, it is already globally acknowledged that India has violated and abused the WTO procedure when conducting the anti-dumping investigations against companies from different countries in Asia. In October 2016, six WTO nations raised concerns over India’s practices and alleged that, India uses anti-dumping as a measure to restrict imports or cause an unjustified increase in cost of products than a measure to ensure ‘fair trade.’ In this context, Bangladesh should immediately abandon its India appeasement policy, ensure that it cannot injure the fishing net industry by shedding light on the way DGAD has been violating several procedural requirements of Anti dumping agreement to South Asian and other global forums.
Setting aside the continuous border killings of Bangladeshi citizens, India’s unwillingness to share water of 54 cross-border rivers and its support for environmentally destructive Rampal power plant project, this unjust anti-dumping duty on jute and possibly on fishing net and hydrogen peroxide itself is a glowing example that India is anything but a friendly neighbour. The incumbent must realise that it is mandated to serve the national interest of Bangladesh, not to foster the business interest of any country hostile to Bangladesh.
