What Indian VCOAS has said carries more weight than what is said by me and you, what he said encompasses all the things in general, as a blanket statement as he did not get into specifics...he meant overall Pakistan defence industrial base is better than India...that's about it.
Oops!! As a beginner...does India has got MIRV tech??? any link.

It's rising, the figure for 2019 and 2020 would be higher...
Here is another which Pakistan has and India doesn't...the tritium tipped tactical nuclear weapons, to check the India cold start doctrine...read more about it here.

Here is another, the armed drone tech. India hasn't got any, Pakistan has this tech....don't ask me that this tech. is not indigenous to Pakistan...nothing is indigenous, don't have to reinvent the wheel.
Pakistan is among the handful of countries with armed UAVs. Pakistan's Burraq UAV is capable of carrying two air-to-ground missiles, has a service ceiling of around 15000 feet and an endurance of 8–10 hours. The UAV's operational range is thought to be around 350km through LOS communication.
It is equipped with two ASMs and a laser designator and has a payload capacity of 100kg.
Except the IAI Heron,
India has no capable operational UAV to speak of (except quadcopter UAVs) and certainly no armed UAV. This gives Pakistan an edge in UAV technology and while the Burraq is not India-centric, there is nothing stopping Pakistan from using it in a conflict with India where it may be able to destroy Indian posts and keep an eye on troop positions while being a nuisance for the Indians.
