The central government under Prime Minister Narendra Modi has had the long-standing ambition of making India one of the leading exporter of defence equipment and as per latest information, the Centre has indeed lived up to its promise on that front.

Chief of Defence Staff General Bipin Rawat on Wednesday said that India is currently ranked 19th in the list of top defence exporters in the world, as of 2019 data.

“We witnessed a staggering 700% growth in defence exports from Rs 1521 crores in 2016-17 to Rs 10,745 crores in 2018-19…an all-time high ranking of 19th in the list of defence exporters in 2019,” CDS Rawat said during an e-symposium on 'Catalysing Defence Exports' via video conferencing.

In order to boost PM Modi’s clarion call for ‘Atmanirbhar Bharat’, the Union Ministry of Defence in August formulated a draft Defence Production and Export Promotion Policy 2020 as an overarching guiding document to provide a focused, structured and significant thrust to defence production capabilities of the country for self-reliance and exports.

“The policy aims to achieve a turnover of Rs 1,75,000 crores, including export of Rs 35,000 crores, in aerospace and defence goods and services by 2025,” the Defence Ministry said in a statement on August 3.

Defence Minister Rajnath Singh had in August announced a major policy decision about the imposition of a phase-wise ban on the import of 101 military weapons systems and platforms in order to promote the domestic defence industry.

“We cannot depend on foreign governments, foreign suppliers and foreign defence products to meet our defence needs. It is not compatible with the objectives and feelings of a strong and ‘Atmanirbhar Bharat’,” he had said back then.

New Delhi: India may be a big importer of defence equipment but has been making steady progress in exports of such products to a number of countries including those who are big names in the export market like the US, Australia, Finland, France, Germany, Israel, South Africa and Sweden.
These countries are in the list of 42 nations that also included Azerbaijan, Seychelles, Estonia, Indonesia, Guinea and the Philippines.

Minister of State for Defence, Shripad Naik, in a written reply to Rajya Sabha on Monday said the “cost of the items and quantum of foreign exchange earned varies from company to company" and the ministry did not keep a record of the quantum of foreign exchange earned.

Indian defence product exports to Australia included 5.56x45mm Ball MK N(SS109) cartridges, while it exported protective headgear and hard armour plates to Azerbaijan, helmets, bomb suppression blanket and soft armor panels to Germany, sleeping bags to Guinea, mortar shell covers to Israel, hard armour plates to the Netherlands and the US, radar parts, bullet proof vests and helmets with accessories to Singapore, detonators to South Africa and night vision binoculars to Thailand.

Indian exports to Qatar, Lebanon, Iraq, Equador, Uruguay, Japan and Egypt primarily comprised body protecting equipment, Naik said in his written response.

The minister’s response in Parliament comes a week after India organised the biennial Defence Expo in Lucknow that drew more than 1,000 Indian and foreign companies and more than 40 foreign delegations.
Under the“Make in India" flagship programme outlined in 2014, Prime Minister Narendra Modi government has been laying emphasis on defence manufacturing in India to build up the country's manufacturing base, ensure jobs for its youth and to bring down India’s arms import bill. India is the second largest importer of defence equipment just behind Saudi Arabia in 2019, according to the Stockholm International Peace Research Institute.

In his speech at the DefExpo last week, Modi urged foreign manufacturers to set up base in India listing the steps the government has taken to improve India’s investment climate. He noted that the export of defence equipment from India was about ₹2,000 crore in 2014, the year he took office. In the last two years, it had gone up to ₹17,000 crore and in the next five years, India’s target was to export of $5 billion worth of military hardware which is about ₹35,000 crore, Modi added.

India's state-run Ordnance Factory Board (OFB) has got an order from the US to supply ammunition. The OFB, one of the country's oldest defence establishments, has received an export order for 5.56X45 mm NATO M193 Ball bullets from the US.

"The ammunition will be manufactured at Ordnance Factory Varangaon in Maharashtra and will be supplied in the current fiscal year," OFB Deputy Director General Gagan Chaturvedi told IANS.

He also said that the ordnance factories have been exporting ammunition to foreign nations and have been fulfilling the commitments within the given time.

India had inherited 18 ordnance factories established by the British at the time of Independence. Currently, the OFB oversees 41 factories, 13 development centres and nine institutes of learning.

The government is pushing for the corporatisation of the OFB, citing that it has been an ailing intuition and they want to make it at par with other defence public sector undertakings managed by its own board of directors with broad guidelines from the government.

The government has envisioned growth of the OFB post corporatisation, expecting it to raise its turnover to Rs 30,000 crore by 2024-25 annually against existing Rs 12,000 crore, and has set up a high-level panel to work out a roadmap to achieve the same.

The corporatisation of OFB will improve its autonomy, accountability and efficiency in Ordnance Supplies, it had stated.

Tejas, Brahmos and Astra among 156 defence items cleared for exports

According to a list released by Defence Research Development Organisation (DRDO), there are 19 aeronautical systems, 41 armament and combat systems, 4 missile systems, 27 electronic and communication system, 10 life protection items, 4 microelectronic devices, 28 naval systems, 16 Nuclear Biological Chemical equipment NBC and 7 other materials.

India has cleared 156 defence equipment for exports including the indigenous Light Combat Aircraft Tejas, artillery guns, battle tanks and missiles, anti-tank mines and explosives.

According to a list released by Defence Research Development Organisation (DRDO), there are 19 aeronautical systems, 41 armament and combat systems, 4 missile systems, 27 electronic and communication system, 10 life protection items, 4 microelectronic devices, 28 naval systems, 16 Nuclear Biological Chemical equipment NBC and 7 other materials.

Other than Tejas that has been the star attraction of Indian indigenous firepower Indian made missiles are also ready for export now. Earlier it was the Akash missile that was given clearance for exports but now other missiles have also been added.

Indian Missiles ready for export

Beyond Visual Range (BVR) air-to-air Missile Astra, anti-tank guided missile Nag and Brahmos weapon systems are also ready for exports, a list released by DRDO showed.

Akash is a surface-to-air missile system which provides short-range air defence and can operate in autonomous or group mode of operation with a range of 3 to 25 km. The Astra missile is a BVR air-to-air that has been integrated with Indian Air Forces Su30 MKI. Other fighter jets will also be integrated with the Astra in future.

Brahmos is a supersonic missile for the Indian Army, Navy and Air Force. This universal missile can be launched from ships, mobile launchers, submarines and aircraft. It has network-centric architecture, multiple trajectories, way-point capability and is capable of engaging any kind of land or naval targets beyond the horizon in a minimum deployment time.

Battle Tank

Indian Army’s battle tank Arjun Mark-1A, an upgraded version that offers superior firepower, high mobility and can fire a variety of ammunition, can also be sold to other countries.

Pinaka weapon system

The Pinaka weapon system is also on the list. Pinaka is an all-weather, indirect fire, free-flight artillery multi-barrel rocket system. It can fire 72 rockets in 44 seconds. It delivers a devastatingly lethal and responsive fire against a variety of area targets such as exposed enemy troops, armoured and soft skin vehicles, communication centres, air terminal complexes, fuel and ammunition dumps.

Advanced Towed Artillery Gun System (ATAGS)

This another big Indian military platform on the list. ATAGS is a large-calibre artillery gun system configured with an all-electric drive.

It is a 155 mm, 52-calibre artillery gun with a range of 48 km. It has better accuracy, advanced fire control system, extended range and multiple round simultaneous impact capability with surveillance and sighting systems onboard.

India’s export targets

India is now looking at enhancing its defence exports — targeting $5 billion of all defence exports — to improve strategic relations with friendly foreign countries.

The nation aims to achieve exporting defence equipment worth Rs.35,000 crore by 2025, as per the defence production export promotion policy 2020.

Aimed at enhancing exports and build a domestic defence industry for self-reliance, the policy targets a turnover of Rs 1,75,000 crore ($25 billion).

The policy also looks at doubling domestic procurement from the Indian industry. The share of domestic procurement in overall defence procurement is about 60 per cent. In order to enhance procurement from domestic industry, it is incumbent that procurement is doubled from the current Rs 70,000 crore to Rs 1,40,000 crore by 2025.
