State Department has publicly stated that India does have waiver from CAATSA (never been done before). USA ability to pressure Pakistan due to CAATSA is almost non-existent since Pakistan is not looking to import USA or Russian military equipment at this time.

Pakistan has never claimed to be a superpower. The hard truth for the Americans is that in cold war 1 it had support from Pakistan, GCC, Turkey and China......and it won. In cold war two it dumped these countries and formed strategic partnerships with a handful of countries, India chief among them.......and the result has been failure after failure and humiliation after humiliation. USA has gained little from strategic partnership with India.
