The idea is not to break the ISI network.... This is to curb the black money...... There are lot of unaccounted money available in India..... that is not getting rotated (some are smart enough to transfer it to their swiss banks) the other hold this money as hard cash.... I am sure If ISI is capable of printing Indian notes they can add the year in the next set of printing.....

But how would they be able to buy gold with old notes? No one will accept them!

A better idea would have been to print new plastic notes that are in vogue in some countries which are almost impossible to fake and give a date for all the present Rs 500 and Rs 1000 notes to be deposited into banks in exchange for the new plastic notes. This way, the tons of cash lying abroad as black money amounting to lakhs of crores will quickly come back.

Check claims of your media, who always claims about thousands of corers of fake notes and ISI supplying your notes. I am not aware of this crore system.
