unlike other NE states, AP people can speak fluent hindi. why?

Hellooo! even we Sikkimese can speak fluent Hindi.

The reason behind both AP and Sikkim knowing Hindi well is because there are many tribal dialectical languages of different tribes that as a state becomes difficult to communicate.

Hindi is OTOH a very easy and unifying language which makes it easier to communicate between different tribes/groups/towns/constituencies etc and thus it is automatically preferred.

Also, it makes it easier for us to relate to other states as Hindi is a common language understood by almost all. It is the quickest way to remain connected to rest of India.

Saves us the trouble of having to learn too many local languages when one can at least help us communicate with rest of the country.

We maintain our mother tongue language for local/domestic use; Hindi for national use and English for international use in perfect harmony without any language politics. :)

QFT. Moreover, our state board has hindi as compulsory subject till 10th standard. So every literate person in Arunachal can read, write and speak hindi. The illiterates one can speak it. Hindi is, as Tshering said, a unifying language for more than 30 major tribes and more than 100 sub-tribes of Arunachal Pradesh.
