Not likely that he is standing in for Dr.Saraswat; officials of that level will not be in the parade. Not forgetting that Dr. Saraswat is senior in precedence to the Parade Commander (the GOC, Delhi Area).
BTW, Service officers serve on secondment (deputation) with DRDO.

I don't think so man. Pradyumna BMD is more along the lines of S-400 in terms of structure and resemblance. The canister that was shown in the test held at Dhamra, didn't show such small dimensions.
