Indian states to be ranked on health, education parameters

NEW DELHI: States will now be ranked on the basis of their performance in the social sector, including health and education.

The move, initiated by Niti Aayog, is aimed at encouraging states to compete among themselves and improve social sector indicators as there is growing realisation that performance in health, nutrition and education has not kept pace with the country's economic growth.

A senior official said as the states are the implementing agency for welfare schemes costing around Rs three lakh crore every year, the ratings will nudge them to perform.

To begin with, the focus is on ranking of health and nutrition as Niti Aayog has designed a framework to measure incremental improvement in states' performance in this sector.

An official said the Aayog+ will engage third party, likely to be World Bank, for measuring the states' performance in the health sector.

He said, "The annual ranking exercise aimed at providing states with the opportunity to improve their ranking from one year to the next."

"The rating process is likely to start from August 15 and the first ranking could be out in three months," NITI Aayog CEO Amitabh Kant said after a meeting of the body with chief secretaries of all states.


"Real time data will be available on the portal developed by the Aayog and states would be ranked based on the progress made on the indices to be worked out," Kant said.

Once the real-time monitoring system is in place, the Aayog is likely to link disbursal of funds to a state with its performance on crucial indices.

To give a push to infrastructure and manufacturing sector, the Centre has also initiated the process to rank states on the ease of doing business.

Its been a long time coming, but we will finally be getting up to date data on states performance in social aspects and promotion of competition so improvement can be made quickly.

India today group has been doing something similar to this for at least a decade ... and I have seen some data in rediff labs too..

Well , it's a replacement for Planning commission which set goals for 5 years and try to achieve it . As like any other program , State and Central govt have work closely to make it functional . Niti Aayog seems to be more practical and modern compared to the planning commission where new plans wont add for next 5 years.

As the ranking system is good for seeing how states suggested or utilized the funds . Gone are those days where state govts laps funds from center for not giving the proper plans , not completing the phase etc. Now every one can see what project states implemented , how much funds they utilized and who else is doing a good job and who need to speed up the processes.

Yes it fits well with the major NITI aayog feature which is higher resolution of updates and planning compared to old 5 year chunks. Seeing more real time data come out like a stream is very very useful in knowing what is working, what is not...places that are lacking and need better implementation etc.
