Common it just a sphere phishing email just to take over the email account and from there take over the connected PDF account, by the way I think it mainly work of script kiddes these guys can't even create fool proof attack infra, I think they found a vulnerable keltron web site hijacked it created their own subdomain used it as SMTP to send spoofed email, if it was a government sponsored cyber team they would host things in offshore or bullet proof servers and try to hide their original area origin, anyway it give very valuable insight some Indian Butt's really getting hurt by PDF osint works,

Last summer one of the PDF's OSINT team member was targeted by the Indian state. the attempt failed badly and the players were caught with their pants down.
They were smart enough to mask the email as official email from service provider but dumb enough to not mask the server address.
