Do you need to send human into space ? What advantage except some bragging rights ?

I dont think even India needs that.

We just need to establish ourselves as a reliable,economic satellite launch nation in all weight categories.

And honestly with due respect to Iran's striving to develop its space program amidst all these stupid sanctions imposed on her you are still 20 years behind India in this field and prolly 30 years behind China and 40 years behind USA/Europe/Russia.
