Indian report slams Il-76 availability rate

A report by India’s comptroller and auditor general (CAG) has highlighted the poor serviceability of 14 Ilyushin Il-76MD heavy transports and six Il-78 tankers operated by the nation's air force.

According to a CAG report, average serviceability of the Il-76 and Il-78 fleet in the period from 2010-2016 was 38% and 49%, respectively. The required average figure for both types is set at 70%.

“On average, 41% of Il-76 and 32% of Il-78 [aircraft] remained grounded,” the report says. The types are expected to remain in service until 2040.

The low serviceability of the air force’s Ilyushin fleet has been attributed to poor availability of spares and a delay in signing a long-term maintenance support contract with Ilyushin. One of the main reasons for poor after-market support has been the need to conclude service and spare parts contracts with vendors of Russian and Ukrainian origin for the Il-76/78 fleet, the report says.

It also notes that their avionics have yet to be upgraded, resulting in them continuing to fly with 1985-vintage equipment. This has contributed to unserviceability, and prevented the aircraft from being allowed to operate in international airspace.

The Il-76’s Soloviev D-30KP-1 turbofan engines need to be overhauled after 2,000 flying hours, or 10 calendar years, while the Aviadvigatel PS-90As powering newer examples and Il-78s require this work after every 3,000h. However, the CAG found that since no separate contract had been concluded for engine overhauls on the tankers, their powerplants were instead worked on after reaching 2,000 flight hours.

India's Il-78s are due for an overhaul in 2018-2019, with an upgrade also proposed. The CAG report notes that an issue with the type's aerial refuelling pods, which had restricted serviceability to 43-67% between 2010 and 2016, has now been rectified.

The Indian air force's Il-76 transports were acquired between 1985 and 1989, with a further three airframes acquired for the airborne early warning and control system mission. Its six Il-78 tankers were bought between 2003 and 2004.

iaf need to get its act togther what to choose. and maintenance deptt need to be on toes. we are poor nation we give up too much for security concerns. they better respect public the way public respect them. something is seriously wrong they way cag reports come out.

This also puts a question mark on IAF's AWACS capabilities since the Phalcon system is also mounted on IL-76 Transport.

The A-50's have the improved PS90A engines. Much better than the Il76's......and they are strategic assets, the IAF will have have much better serviceability rates than the IAF IL-76 MD Transporters.
Plus the Globemaster III are very new that can take all of the pressure off the "Gajraj".
You have to imagine how bad the serviceability rates for the used IL's for the PAF would be as compared to the IAF............... with way more experience and funds than the PAF.

That implies a serviceability rate of 59% and 68% against he prescribed 70%.

Also -

Does Pakistan has any CAG type in their country which audits checks and balances of the economy....I mean Govt. spending?
what difference does that make. is it related to topic. do they even have common equipments.

india has cag and its tearing establishment of airforce apart.

Yes.
In a democratic set up the CAG plays a vital part in ensuring accountability.
Imagine how hard the PAF would have to do with, used civilian Ilyushins and starvation of funds.
(India also has the Israeli pods on the IL 78 MKI whereas the PAF has the Soviet pods, which India went against.)

Unlike the IAF, the PAF IL-78 were purchased from Ukraine, although the aircraft are needing upgrades but all four are flying at any given time.

The CAG will be satisfied only with 100% availability. This can be seen in the language. The IL 76/78 had more than 60% availability in peace time. That is really commendable.

You have the C17s coming and taking pressure off the Ilyushins.

Yeah sure.
100% availability.
It's beyond your comprehension since until this year the IAF didn't even have the confidence to fly single engine jet on it's republic day parade while PAF has been touring with single engine JF-17 to Europe, Middle East, China and Africa.....oh yea you went to Bahrain. :lol:

And yes we have our own version of CAG, it's called DSC.

You do realise that the CAG provides vital accountability and they mince no words and are meant to convey messages to the Raksha Mantralay?
This is about the Ilyushins and the IAF has an Impeccable record in using them.
