The chances of this scenario are concerning considering some of these political terrorist groups[don't] hold seat in Government. This is a great danger to the world and especially Asia, and this is totally unacceptable. The threat of radical fascist Islamists terrorist must be faced.

So please remember that the missing nukes went missing only after the disintegration of USSR.
India is nowhere close to disintegration and won't be for the forseeable future.
Infact using your logic,
