I agree with your point that DRDO is over burdened. As far as solution is concerned, a separate entity could be created or increase involvement of more academic institutions. Most important thing is R&D funds.
i seriously think we should start following the US system on defense , allowing pvt indian companies to do R&D with govt money on non critical projects

Yes thats the most desirable model. But currently , no private player has guts to put in substantial money in R&D. What they can do is services and production, so they should be allowed for manufacturing and production. DRDO should do R&D with active participation of users at each step. Production, maintenance and other services should go to private sector. Over time private players can also take over R&D, although I am in favor of regulation in R&D.

Totally agree here,,this is the best model to follow currently.

Technology R&D is stagnated in the West. This is time for India to pump in large amount of funds to develop facilities, buy what ever tech is available if we really want to catch up with the west.

Our private companies suck at R&D as well.
Oft quoted story. We have the largest Pharma manufacturing base, yet we don't have one molecule of our own.
