That is because Arabs don't view India as a threat. If they did they wouldn't have millions of Indians in the Gulf Arab countries. I suspect they don't care about Hindutva fantasies, it is not something that matters to them. Some individuals and civic organizations in those countries did protest persecution and violence against Muslims and minorities, but nothing from high government leadership.

I meant the general public (Indian diaspora in Arab lands) not the government to government relationships.
