Third Time Lucky? Five-way Indian Light Copter Contest Begins

India's tragicomic efforts to buy new light reconnaissance and surveillance helicopters (RSH) for the Indian Army and IAF, aborted last year for the second time in over a decade, has officially begun again. With the deadline for interest ending on March 31, five platforms will now prospectively compete for an unspecified (but known to be nearly 400) number of helicopters, all of which will have to be made in India by a winning Indian partner.

Livefist can confirm that the MoD has received more than ten responses to its request for information that expired on March 31. And yes, that's multiple bids per platform on five different helicopters, as follows in no particular order:
  1. Airbus AS550 C3 Fennec
  2. Kamov Ka-226T Sergei
  3. Bell 407GT
  4. AgustaWestland AW119
  5. HAL Light Utility Helicopter
An RfP to kickstart the contest is expected to be out later this year. Two rounds of Q&A between MoD/Army/IAF acquisition managers between October 2014 and March 2015 have narrowed down the broad requirements (and several prevailing blanks) in the RFI. The RfP will, hopefully, hammer things down further. Several points of interest in the composition of the new competition:
  1. Bell Helicopter returns to the contest after sitting out the last attempt (they decided not to bid then because of the offsets requirements).
  2. AgustaWestland has responses in through two Indian firms for the militarised AW119 Koala.
  3. HAL has also expressed interest in the contest. With its Light Utility Helicopter (LUH) expected to make its first flight in August, the company has decided to throw its hat in the ring for good measure.
This hardly needs saying anymore on Indian helo procurement: Expect a lot of downwash before things really get going.

The HAL LUH taking part in this deal makes no effing sense whatsoever.

The IAF and IA requirement for LUHs is 384, this is split between a foreign LUH and the HAL LUH- 197 and 187 units respectively. The need for a foreign LUH is two fold a) ensure a tried, tested and proven machine to enter into the forces ASAP and b) provide a private local partner the opportunity to get into this sector and thus having the HAL LUH take part not only undermines both these objectives but makes a mockery out of the entire process.

what can Inida produce by self? all I see in India section is buy, bid, contest? Not amazing at all.

Did you miss the HAL LUH in the contest? It is an indigenous product and as @Abingdonboy said - The IAF and IA requirement for LUHs is 384, this is split between a foreign LUH and the HAL LUH- 197 and 187 units respectively. The need for a foreign LUH is two fold a) ensure a tried, tested and proven machine to enter into the forces ASAP and b) provide a private local partner the opportunity to get into this sector.

And moreover we are already manufacturing components/aerostructures of some of the choppers taking part in the competition -

HAL LUH

After Government of India Scrapped Rs, 6,000 crore tender to procure 197 light utility helicopters from foreign vendors for the armed forces last year . Government has officially restarted the tender again, after been scrapped twice , will it be third time lucky for Armed forces ?

Defence Acquisition Council chaired by Previous Defence Minister Arun Jaitley had put the acquisition under the “Buy and Make Indian” category, allowing the Indian industry to make the helicopters under a joint venture with a foreign manufacturer.

31st March was the deadline to submit Proposal and many companies which did not participate in the previous tender are back this time offering helicopters. In Previous, Scrapped tenders there were only Two Participants but this time Participation will be contested by 5 Companies.

Indian forces are looking to induct 197 light utility helicopters to replace their ageing Cheetah and Chetak helicopters, sources in the Defence Ministry said it is likely to bring in business worth Rs 40,000 crore for the Indian industry.

While the total requirement is over 440 Helicopters, HAL Light Utility Helicopter will have its first flight by year-end and Interestingly HAL to has submitted Proposal to built all Helicopters In India and are open to Private partnership to boost LUH Production line to over 32 Helicopters every year.

But what do you think about other contenders?
I think we should also not go for Bell 407 GT as it will be a new version which is untested with just 1 prototype made if I am correct. It will take time and can cause problems for us. So out of aw119 , as550 c3 And ka226t, which one would you go with?.

The AS550 surely has the best chances having won the past two RSH competitions on merit.

Well, level playing field, let HAL compete and win a for the entire LUH deal. If it passes the technical evaluations provides and good business case, then It would be a good development as it will ease supply chain, commonality in paltforms, lower subsystem costs along with easier retrofits maintenance and simplified logistics.

The entire premise of LCA, ALH like systems, were to build a viable aerospace ecosystems for Indian forces. If the technology gained in ALH can be spinned into LUH, WSO, and LCH then it is a big big success for Indian DPSU's
