GoP hired local sikhs as guides and for ogher roles as well as muslims. Guru nanak university under consteuction. Quota system of pakistan ensure they (minorities) have representation in institutes.

I think it will include operstional cost too, the langar, thetransport system, the management system, muncipal services cleaning etc need to hire people, they will be paid,. Other then that you have stay facility and some 100's of rooms. Their operations etc also cost money. Plus the water, electricity, gas bills

Failure of Indian Government on Kartarpur Corridor is a question on Pakistan's secularism. GoP is not destroying minorities places of worship and claiming it to be Muslims Mosques, I m referring to the secular india claiming mosque as their Mandirs/temple and the courts decision shows the true nature of India secular mentality.
India is only going to spend money on Hindu sites not other religious sites.
