'Indian hand' in 26/11 causes furore

MUMBAI: On a day when Pakistan admitted the role of its nationals in the 26/11 terror attacks, the Mumbai police which is investigating the case created major confusion by initially saying that 16 persons, including a few Indians, had provided logistics support only to retract it a few minutes later.

Commissioner of police Hasan Gafoor, while speaking to the media on Thursday evening, said, "Sixteen persons are wanted in the terror attack which includes the Pakistan-based LeT handlers and Indians." Gafoor further said that most of the Indians wanted were from north India. "We have alerted the local police there. They have provided assistance in collecting information, carrying out a recce, and transfer of funds from abroad," he said. Gafoor refused to elaborate saying investigations were continuing.

Gafoor said most of the Indian suspects were from north India who had gone to Pakistan to obtain training. They disappeared after 26/11. "The Mumbai police is on the lookout for them," he said. Gafoor said the list containing the names of wanted Pakistani nationals had been forwarded to Pakistani authorities.

In addition to these 16 persons, Gafoor said two Indians — Fahim Ansari and Sabauddin Ahmed, who helped in carrying out a survey of the targets attacked — were also involved in the planning.

Soon after Gafoor announced this in public, TOI contacted joint commissioner of police (crime) Rakesh Maria seeking details of the wanted persons. He said only two Indians were involved in the attack — Ansari and Sabauddin. Maria said he had spoken to Gafoor, who had never mentioned that 16 persons were wanted for the terror attack.

Gafoor later retracted his statement and said, "What I said was that 16 people were involved in the attack, of which 14 were Pakistani nationals. Nine terrorists were shot dead and Ajmal Kasab is with us. Four are handlers based in Pakistan. Two Indians are already in our custody."

Meanwhile, the Mumbai police on Thursday claimed that the 26/11 terror attack could not have been possible without the tacit support of the Pakistani army. A senior police officer, while reacting to Pakistan's claims that non-state actors were behind the attack, told TOI that Lashkar-e-Taiba was an offshoot of ISI, which is a Pakistan state agency. "The ISI is run by either retired or serving Pakistani army personnel. Does this happen without the knowledge of the government," the officer said.

The officer refused to comment when asked whether this fact was mentioned in any of the investigation reports. "We have information but to prove it in a court of law is difficult," he said.

He pointed out that Austria-based Arges, which manufactured the pistols and grenades used in the attack, had given a franchise to Pakistan Ordnance Factory. "In fact, during the 1993 Mumbai bomb blasts, we had similar information. But to prove it in court will be difficult," he said. On the origin of AK-47 rifles used in the carnage, the officer said he was awaiting the reports.

i think if investigation is carried out sincerely on both sides, a lot more will be uncovered. i will still say, death of karakare should also be investigated.

For Kerkare to be killed, someone in government that controlled the police who in turn told Kerkare where to station during the siege, was also in on this. Gupta knew exactly who to shoot when Kerkare arrived on the scene - why 3 bullets perfectly aimed? There is probably participation by the Indian government in this siege. It's quite improbably for there not to have been.

hey guys hold ur horses...when the Mumbai police commissioner talked up 'Indian hand',he didnt suggest hindu terrorists or some other wierd zaid hamid conspiracy theory ,but all he was talking about some LET trained operatives of indian origin.We have bunch of misguided indian muslim youth who are trained Pakistan and part of LETs doctrine of Jihad aganist hindu India.

There are two men Fahim Arshad Ansari and Sabbauddin, militants of banned Lashker-e-Taiba were already in custody before 26/11.

How ever Fahim Arshad Ansari who was nabbed by the UP state Special Task Force in February in connection with the attack on a Central Reserve Police Force camp in Rampur town was believed to have made confession about his close nexus with the Lashkar and recovery of some hand-sketched maps highlighting several Mumbai landmarks, that were targetted in the recent Mumbai attacks
After their interrogations, mumbai police is looking for some other LET operatives in india had conducted ‘recce’ and provided financial and logistical support to the 10 attackers and are believed to be hiding in Pakistan now.

So what the Commisioner said was nothing out of ordinary or negates Indias offcial stand about 26/11 terror probe so far.No new revelation here as as section of media trying put a spin on it.

Indians also involved: Mumbai police

NEW DELHI, Feb 12: Mumbai Police Commissioner said on Thursday that some Indians were among the 16 men wanted by police for their role in the Mumbai attacks.

Hasan Gafoor said that two Indians had been arrested in this connection.

Fourteen to sixteen men, including Indians and Pakistanis, are wanted in the attacks, he said, adding: We have included names of these men in the dossier sent to Pakistan.

Mr Gafoor said he was unable to say whether the six names they had submitted were the same as those currently being detained in Pakistan.

Asked for his reaction to Pakistan’s admission, he said it was a positive development.

He added: It is also a very great reflection on the type of investigation by the Mumbai Police. It shows that we had absolutely clinching evidence that has left no doubt about what we are accusing (people of).

The wanted men had conducted ‘recce’ and provided financial and logistical support to the attackers and they belong to north India, media reports quoted Mr Gafoor as saying.

Two Indians have already been arrested while some are absconding, and we have informed Pakistan about them. So there are Indians as well as Pakistanis, he said.—Agencies

so its not just the LeT men but also ppl from north india who provided financial and logistical support. two are already in custody while some others are still to be found.

Indian police release trawler used in Mumbai attacks

NEW DELHI: Indian police said on Sunday they had returned to the owner a fishing trawler used by gunmen who attacked Mumbai in November.

Mumbai Police Joint Commissioner Rakesh Maria said the boat was handed back to Vinod Masani in the western state of Gujarat following orders of a city court.

“We have completed all our investigations and collected evidence that we need from the boat,” Maria told AFP over the telephone from Mumbai.

India claims that ‘10 Pakistan-based gunmen’ hijacked ‘MV Kuber’ three days before the Mumbai attacks. The gunmen sailed within six nautical miles of Mumbai in MV Kuber, and after killing its captain, they landed on the city’s shores with the help of a rubber dinghy.

Indian police say the gunmen travelled from Karachi on another fishing boat until they reached India’s maritime borders and then hijacked MV Kuber.

Mumbai Additional Public Prosecutor EB Dhamal said Kuber’s owner had asked a court to order police to release his trawler.

“After instructing the owner not to sell the boat, the possession of MV Kuber was handed over to Masani on Friday,” the Press Trust of India quoted Dhamal as saying.

Dhamal said the boat could be used as evidence in an ongoing trial against Ajmal Kasab, the lone surviving gunman who is currently in Mumbai police custody. afp

India admits not pursuing prior info on Mumbai attacks

NEW DELHI: India on Wednesday admitted that it had prior skeletal information of the Mumbai attacks but could not follow up for want of further specific inputs.

Replying to a question in the Rajya Sabha, Minister of State for Home Sriprakash Jaiswal said there were some inputs regarding the movement of a suspect ship in international water prior to the terrorist attack in Mumbai in November 2008. He said the information was shared with the agencies concerned. “Action was taken by them by way of deploying vessels and aircraft in the zone, but in the absence of any further specific inputs or information, it was concluded that no further action could be taken on the basis of available information,” he said. Jaiswal said the inputs and information regarding possible terrorist threats and designs, including possible infiltration from the sea route had been received from time to time.

“Such information/inputs are shared with all concerned agencies and state governments on a regular basis,” he added. He said after the incident, the government had taken a number of measures to strengthen internal security, including streamlining mechanism of gathering, analysis and sharing of intelligence, follow up thereon and coordination among different agencies. Jaiswal said that to counter the possibility of biological and chemical attacks, India had set up four battalions of the National Disaster Response Force (NDRP), specially trained to deal with such crises.

He said the battalions had been dispersed at various locations to enable their quick movement to the sites of any disaster, adding the government had also formulated standard operating procedures (SOP) to effectively respond to the threat. The minister said the government had launched a supplemental coastal security scheme in 2005, under which assistance was being provided to coastal states for setting up police stations, outposts and barracks for patrolling the coastline. After the Mumbai incidents, an institutional mechanism had been set up involving intelligence sharing and inter-agency coordination, registration of boats and the issue of identity cards to fishermen. Ajmal Kasab extradition can be sought through Interpol: AG

ISLAMABAD: Attorney General Sardar Latif Khosa saidThursday said that extradition of Ajmal Kasab, captured alive by India during the Mumbai attacks in November, could be sought only through Interpol, if the court issued a warrant against him.

But it would up to India to accept or reject such a move, he said while talking to reporters at the Supreme Court premises.

He pointed out that there was no extradition treaty between Pakistan and India.

The AG said if any Pakistani citizen committed a crime anywhere in the world then according to the law he would be tried in Pakistan.

"Such suspects can only by be extradited through extradition treaty or through Interpol if the court issues warrants against them," he said.

The Interpol could make extradition request to the concerned country but it could not force it to agree, he added.

He said he had no knowledge about any request by Islamabad for extradition of Ajmal Kasab.
