I say this one more time - I would not have repeated it for very many others - I believe that among other things, some of which have been mentioned earlier, some of which have not,
- rollback to the spirit of Article 370,
- reversal of unilateral decisions not ratified by the J&K Legislative Assembly,
- application of the strict standards of election management of the mainstream in India to J&K,
- strict supervision of the political classes and minimalisation of graft,
- strict application of the tax laws and an enquiry into the sources of funds of the political class,
- monitoring of overseas money flows and restrictions on religious evangalising,
- expulsion of people not J&K citizens from holding religious positions in J&K,
- a structured attempt at creating a specialised and appropriate industrial climate in the state (for instance, dwelling on the twin advantages of cheap electricity and a tradition of fine handiwork which finds ready application in electronic assembly plants),
- a serious investment in education, especially secondary and tertiary education and technical training,
- reservation of seats all across India for meritorious students,
- reservation of GoI jobs,
- significantly opening up the borders for trade and travel
should form elements of any solution.
