Iran hosts such exercises often, Pakistan Navy has also participated with Iran, several times, there is no doubt the Persian Gulf is Iran's domain. Though we'll see several navies participating, soon after the sanctions are completely lifted.

Two Indian warships dock in southern Iran

An Indian navy flotilla has called at the southern Iranian port city of Bandar Abbas, as the two countries work to boost friendly maritime relations.
The fleet, comprising INS Trikand (F51; Right) and INS Ganga (F22; Left) frigates, arrived in Bandar Abbas, the capital of Hormozgan Province, on Tuesday for a four-day stay.

During their stay in Iran, the Indian naval personnel on board the warships are scheduled to hold joint exercises with Iran’s Navy, hold talks with Iranian Navy commanders and local officials and visit historical and cultural sites of Hormozgan.
