Indian made explosive material which is exported to the world is being used to kill people by terrorists.
Indian can not be exempted from the after affects of its dangerous export material.
Either India should initiate measures to control the usage of this dangerous material elsewhere in the world, or its export to other countries be banned by international community.
Once the shipment has landed the ownership of the explosives rest with the importer ...its their responsibility to ensure safety and security of the item they have exported. Its a legal export that was stolen from importers storage .how is India liable for that.
Go cry river or request your dads to impose a ban.
Because the material is produced in India and India sells it to countries which can not ensure proper safeguards. Therefore either India ensures that the country it sells the material to is a responsible state which should ensure the safety of the material and does not use it for the purpose of terrorism, or should stop the export as a responsible nation.

International Shipment rules are simple... once the shipment is at importers destination ..its his responsibility..if he was not competent to take care of the shipment he should not have ordered the same.

These are sold as per the existing and mutually agreed norms.
Acquisition of weapons like AK-47 and RPGs etc is also a different matter and is illegal under international law. There are conventions which deal with such aspects and those who violate the norms are punished.
However, when industrial material being sold for peaceful purposes is used for terrorism, it also involves not only the nation to whom such a material is sold but also the nation selling such a material. India in this case must also ensure that it only sells to a country which can ensure proper safeguards and seeks an assurance from the country to whom it sells that they would not use it for any other purpose than such a material is sold for.
If India can not ensure this, it should stop selling this material to that particular country. And if India refuses to do this, ban on such Indian exports may be imposed.
Important question is who is diverting our exports towards a civil conflict. Till now neither Assad regime or the FSA have accused India of meddling. Its Iran,Turkey, West and Arab countries that are blamed for involvement in Syria.

I sell you a car ...it gets stolen from your house..and the thief kills someone with it...is it my responsibility....should I be held responsible for the sale of the car to a person who was not competent enough to ensure safety of thew car in his home...
Who know how this explosive landed in Syria...may be some one stole it from other country and then smuggled it to Siriya....
