Denied food and medicines, Indian diplomat in China collapses
BEIJING/NEW DELHI: India on Monday lodged a strong protest with China over the harassment of an Indian diplomat who collapsed after being denied food and medicines despite his diabetic condition during negotiations to free two Indians in a court at the city of Yiwu near Shanghai.
The ministry of external affairs summoned Chinese deputy ambassador Zhang Yue after learning about S Balachandran, posted at the Indian Consulate in Shanghai, being maltreated by traders and local officials at Yiwu, a city known for its large commodity market, on December 31.
Last Saturday, Balachandran was closeted in prolonged negotiations with some Chinese traders and courts to free Shyamsundar Agarwal and Deepak Raheja, who said they were kidnapped and tortured after the Yemeni trading firm they worked for failed to pay dues allegedly amounting to millions of yuan.
The Indians claim to have been tortured by their captors who forced them to eat human excreta and drink urine after being held by Chinese traders livid at their dues not being settled. "Please save us. We are afraid of leaving the police station because we might be killed," Agarwal told TOI over telephone from the police post where he is being held along with Raheja.
According to Indian officials, Balachandran was stuck for over six hours in a room and the Chinese denied him food or medicine. Balachandran, who is a diabetic, is believed to have repeatedly asked for food but was not given any. When he finally emerged from the room, he was confronted with scared Indian traders and angry Chinese. He collapsed, and was rushed to hospital. On January 1, Balachandran was moved to Shanghai and is currently reported to be out of danger.
"We have been tortured for two weeks by traders. We have been beaten, made to do terrible things. Even the medical test done on court orders shows my mind has been affected by the torture," Raheja told TOI.

BEIJING: India's embassy in China on Tuesday advised Indians to avoid doing business in the southern Chinese city of Yiwu, where one of the world's biggest commodities market is located, after local authorities there failed to stop the manhandling of diplomat S Balachandran and did nothing to free two Indian traders held being hostage held by Chinese traders.
"Indian traders and businessmen are hereby cautioned not to do business with Yiwu in Zhejiang province," said an advisory posted on the Beijing embassy's website. Yiwu city is located near Shanghai, where Balachandran is posted as a consular official.
The incident which had angered New Delhi also provoked a strong Indian comment on the Chinese judiciary. Indian traders should be aware "when there are trade disputes with Yiwu, Indian businessmen can be illegally held under detention and mistreated by Chinese businessmen there," it said. "Based on experience, there is no guarantee that legal remedies will be readily available. In case of disputes arising, experience suggests that there is inadequate protection for safety of persons."

India summons Chinese envoy over diplomat assault
NEW DELHI: India on Monday summoned Beijing`s deputy chief of mission in New Delhi to complain about a courtroom assault on an Indian diplomat in the Chinese city of Yiwu, officials and reports said.
Zhang Yue was called to the Indian foreign ministry after the incident on Saturday in which S. Balachandran was injured in a dispute between Chinese and Indian traders, said a government official who declined to be named.
Balachandran taken to hospital after Chinese businessmen attacked him during a court case in which he was trying to secure the release of two Indians held over allegedly unpaid bills, the Press Trust of India news agency said.
In Beijing, Indian embassy spokesman Vinayak Chavan said that Shanghai-based Balachandran was not badly hurt.
“It was not that serious, but there was some manhandling,” Chavan said.
Chinese officials were not immediately available for comment.
China has agreed to look into a complaint by India`s foreign ministry that a diplomat was prevented from treating his severe diabetes and collapsed while offering consular assistance to two Indian citizens on trial in China`s Yiwu city

The assurance was given by Chinese Ambassador Zhang Yan when he met Gautam Bambawale, joint secretary (East Asia) in the external affairs ministry, this afternoon. The envoy said "serious attention" was being given to the issue related to the two businessmen and hoped that it would be resolved as quickly as possible, sources said. The ambassador also assured the MEA that due attention was being given to the safety of Indian nationals and businessmen, they said.
The assurance coincided with the criminal action being initiated against five Chinese nationals who are suspected to have been involved in the torture of the two Indian businessmen -- Shyamsunder Agarwal and Deepak Raheja, the sources said. Agarwal and Raheja have complained of ill-treatment and torture ever since they were "kidnapped" on December 15 by some local people.
The locals, working with a company, have been demanding payment of their dues after the owner of the firm fled. Agarwal and Raheja say they are merely employees of a company which owed money to its Chinese suppliers and their employer has fled without clearing the dues.
