I think there is more to this story than we know. A cavity search is performed to check for drugs and weapons. Maybe she was suspected of smuggling in addition to visa violations?

This illegal act is not part of her consul work, when you choose to live in another country, you abide by that country's laws and adapt to it's culture. This is an embrassment , so you rather blame US and not the diplomat

In the Visa form for A2 visa there is a question about how much the employer is paid. The reply in that form is 4,000 $.

How did the US embassy expect a person earning 4,000 $ to pay her nanny 4,500 $ ?

The US gave visa to this nanny knowing fully well that she would be underpaid in the US.

This was a clear case of entrapment and the US will forever be embarrassed by this illegal action and visa fraud which they have perpetuated.

Hours after US Secretary of State John Kerry finally expressed regret over the treatment meted out to Indian diplomat Devyani Khobragade, the US Attorney prosecuting the case, Preet Bharara, has denied claims that she was mistreated. In a statement issued, he has said that she was not arrested in public and that she was not handcuffed.

Bharara, in fact, said that Devyani was accorded courtesies that are generally not given to most Americans. Bharara went to the extent of saying that she was even allowed to make personal phone calls before she was arrested and the arresting officers even offered to get her refreshments.
