if brazil is installing its own nuclear reactor they are not buying a SSN

No one has to threaten anyone to acquire nuclear weapons.

Today's global politics is so uncertain that smaller countries are worried.

Anything at all, they might be actually looking for an insurance policy. And nukes are the best insurance policy on the planet for now.

The real problem in developing nuke not technical difficulties,neither the global opposition. The real hurdle is the huge cost involved in R&D and the production of nuclear materials.
