Indian government has taken an initiative to implement its1,500-MW Tipaimukh hydroelectric project on the BarakRiver in Manipur under a joint venturebypassing the concerns of Bangladeshas a lower riparian country to build the proposed dam for the project.

As part of the initiative, a joint venture was formedrecently comprising Indian national company Satluj Jal Vidyut Nigam Ltd.(SJVN), Manipur Government and hydro developer NHPC Ltd.

Officials of the two government-owned hydro developers andthe northeastern Indiastate signed a promoters agreement recently for setting up the joint venture.As per the agreement, the NHPC is to have 69 percent of the venture, with SJVNhaving 26 percent and Manipur 5 percent, according to a release of Delhi-basedHydroworld.com

Meanwhile, the BBC Bangla adds the Indian Power Minister andthe Chief Minister of Manipur were present during the agreement signed onOctober 22 and it received the documents of the agreement.

Tipaimukh is proposed to be a multi-purpose storage projectwith the main objective to generate 3.8 billion kWh annually. It also wouldmoderate flooding of downstream areas. Construction is expected to require 87months.

The project has been in the pipeline since 1954. In 2006,India's North Eastern Electric Power Corp. courted bidders for the project,which is to include two diversion tunnels, four spillway tunnels, two headracetunnels, two surge shafts, two power tunnels, cofferdams, switchyard,powerhouse, and a main rockfill dam to be 163 meters tall and 390 meters long.

Indian Prime Minister Manmohan Singh delayed the laying of afoundation stone for the project in 2006 due to opposition of local people whosaid the project threatened thousands of homes and a sacred lake holding thesword of a legendary hero.

Tribal groups said the sword of revered hero Jadonang liesin one of five lakes to be inundated. Also to be inundated was an island calledThiledam, meaning life and death, where locals say souls of their people findeternal rest.

During his visit to Dhaka in September, Dr. Manmohanrepeatedly assured Bangladeshthat India wouldn't doanything harmful to Bangladesh. The project's work is progressing silentlywithout taking Bangladeshon board.

When contacted, a high official of the Ministry of WaterResources preferring anonymity told The New Nation that they are not aware aboutsuch deal.

He said the joint communiqué signed by Bangladesh and Indiaduring the Bangladesh'sPrime Minister's visit to Delhi, said that India does not do anything at Tipaimukh withoutnotifying Bangladesh.Besides, the Indian Prime Minister assured Dhaka not to do anything atTipaimukh harmful to Bangladesh.

"We will look into it through Joint Rivers Commission(JRC)," the official added.

Well, India is taking care of its interest. We should concentrate on our interest too. India is not a civilized first world country so that you can sit across and corner them on moral issues. Thats not the right language.

He meant that India is still a developing country. We can all agree that it has a long way to go to be fully developed and industrialized. And as long as that happens, Bangladesh will always be at India's shadow for a very, very, very long time.

Can anyone who knows the pros and cons of this project explain why Bangladeshis would be upset with this project, isnt it a win win scenario ?

Good news.

No point listening to the grievances of a hostile country like Bangladesh. India doesn't have any legal obligation. Bangladesh can buy electricity from this project if it wishes, at 100% premium atleast.

I didn't hear you say the same about China when they went ahead with damming the Brahmaputra? China has admitted that it is building a 3,260 meters high dam on the Yarlung Zangbo River. The river originates in Tibet, but then flows into India where it is called Brahmaputra and is a major water source for millions of people. Moreover, the dam will be built in the area near the border disputed between the two countries. And China didn't confer/discuss the issue with India but went right ahead!

Then shouldn't you brand China too as an uncivilized third world country? But you my friend, obviously won't!

DHAKA: Opposition BNP on Saturday came down heavily on the government for allegedly ‘concealing information’ regarding the Tipaimukh Dam and Teesta water sharing, saying these two issues would push Bangladesh towards catastrophe.

“Though we received authenticated reports that India signed agreements to build the Tipaimukh Dam without informing neighbouring Bangladesh, the government is unwilling to share those information with common people. Its something people called tendency of hiding information,” Mirza Fakhrul Islam Alamgir, acting Secretary General of the party, told a seminar in Dhaka.

The BNP leader’s comment came following a report published in different India media that a tripartite agreement was signed for constructing Tipaimukh Dam and a hydroelectric project on the river Barak in the north-eastern Indian state of Manipur was signed on October 22.

Mirza Fakhrul was addressing the seminar at the Jatiya Press Club, organised by Engineers’ Association of Bangladesh, on ‘Mismanagement and Graft in Communication Sector of Bangladesh’.

On Teesta water sharing agreement issue, he said: “The Indian government already notified the current administration regarding the uncertain fate of the deal, but the government is following the same tendency regarding the Teesta deal as well.”

Ah, last three year, Awami dalals were busy pleasing their Bharti masters, gave them everything could have possible, lost all friends in the process yet dada India didn't hesitate to show middle finger. Yet, ugly scumbag in Dhaka has nothing to say.
