Do the arithmetic. Take the operating speed of the missile and estimate how long it took to traverse the distance.
You mean on earlier occasions? Quite possible that channel might have been used, but NSA to NSA. I am not aware of any such thing. These might have happened; since they happened after the missile landed, obviously better sense prevailed in Pakistan, and the decision-makers concerned did not hit the panic button. This is sensible and downright admirable.
