It was never announced in the press on 27/2/2019 that Pakistan had taken Shaheen 2s out if their bunkers and had them ready at X minute launch alerts when the Indians abandoned using the IAF and tried to take the Brahmos out.
Pakistan also let them know through those back channels that if India hit a military target then 3 of their higher tier military targets were fair game.
