NTPC stonewalled by Bhel apathy

Despite regular follow-up at the highest level, Bharat Heavy Electricals Ltd has failed to supply critical plant equipment to various NTPC project sites. In a communication to the power ministry, NTPC indicated that this could have severe consequences on its 11th Plan capacity addition programme as the schedule for many of the projects had got derailed.
Speaking to Projectmonitor, NTPC officials said that in spite of taking up the issue with Bhel on various occasions and deployment of permanent manpower at Bhel plants, timely supplies were not forthcoming. The finalisation of the erection agency was still pending for NTPC's under-construction Rihand-III, Vindhyachal and Simhadri-III power projects.
The officials also reported slow progress on the steam generator erection for Farakka-III and Indira Gandhi Super TPP. They said that the equipment supplier needed to expedite the supplies of bottom ring header at the two projects. For Farakka-III, the supply of turbine generator equipment was pending.
The officials further said that the boiler erection process was slow at the utility's Vellore Stage I (phase-I) plant and Bongaigaon TPP. The boiler mobilisation by EDAC has been reported to be unsatisfactory for the Vellore project. Moreover, Bhel is yet to order the combined cycle pumps for the project. Officials said that Bhel had also not fulfilled its commitment to deploy more manpower at the Bongaigaon site.

These articles from india showing evidence of shoddy engineering work and incompetence of BHEL. So all these are withing context and date has nothing to do with the subject. If anything date goes to show after all these years and months BHEL has not improve much.

Commencement of the units is being delayed due to rows over acceptance of a repaired gas turbine and the development of physical infrastructure at the plant, they said, adding that the company lobbying for acceptance of the repaired turbine.

BHEL in April informed EGCB that a turbine fell from the trailer on its way to Chennai from Hyderabad for shipment to Bangladesh. The company then took back the turbine to Hyderabad for overhauling and few weeks later informed EGCB that the turbine had no damage.
Officials of EGCB and its consultant KEMA International later inspected the turbine and concluded that the turbine was repaired. EGCB then appointed a British firm, Lloyds, to inspect the turbine and it is now reviewing the report, power officials said.
The EGCB, however, asked BHEL to extend the guarantee period of the turbine to four years from existing two years, they said adding that BHEL was also asked to guarantee that it would compensate for economic loss caused by any unscheduled closure relating to the gas turbine. EGCB officials said BHEL was yet to respond to the conditions.
Indian state minister for commerce and power Jairam Ramesh and special assistant to the chief adviser M Tamim on Saturday visited the Siddhirganj power plant and discussed the delay in starting operation and the repaired gas turbine.
Ramesh requested Tamim to settle the turbine issue as soon as possible and accept the turbine.
