If I can recall it correctly, a humble artillery shell costs you more than ~2 lac. The other thing is that PA is fully stretched from North to South to Afghan border.

Many stuff get expired, so why not use it on a cause. Not to mention, most of the arms is made by Pakistani companies located inside Pakistan.

Pakistan is no more stretched at the western border. The fence is doing its job with minimum military presence. Plus the FC is fast taking over lands cleared by army.
